Parks and Recreation Commission Regular Meeting Minutes
A regular meeting of the City of Dripping Springs Parks and Recreation Commission was held Monday, February 8, 2016, beginning
at 6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas.
I. MEETING CALLED TO ORDER AND ROLL CALL
Robbie Zamora, Chair (DSYSA) Eric Russell, Vice Chair (DSYSA)
Robert Hayden (CODS) Rich Moore (DSISD)
Wade King (CODS) Ron Jones (DSISD)
Eric Henline (DSISD) David Douglas (CODS)
City Staff/Appointed Officials: Michelle Fischer, City Administrator
Commission Vice Chair Eric Russell calls the meeting to order at 6:00pm. All present except
Commissioners Robbie Zamora and Wade King.
II. PRESENTATION BY CITIZENS
Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to
speak shall do so after being recognized by the Chair. The Chair and Commission may establish a
time limit on each citizen wishing to speak. - No one speaks
III. CONSENT ITEMS
Discussion and Possible Action Regarding:
A. Approval of Regular Meeting Minutes, January 11, 2016 – Commissioner Rich Moore motions
to approve the minutes. Commissioner Ron Jones seconds. VOTE: 6-0 in favor, motion passes.
IV. BUSINESS
Consideration and Possible Action On:
A. Request from 2nd Grade Students from Walnut Springs Elementary School to install a Little
Free Library in Founders Memorial Park, Kari Potter, Sponsor – Commissioner Eric Henline
motions to approve the request and to take ownership of the library once installed.
Commissioner Ron Jones seconds. VOTE: 6-0 in favor, motion passes.
B. Request for Reduced Commercial Activity Park Use Fees for Tinkergarten Dripping Springs,
Meghan Fitzgerald, Tinkergarten – Sarah Maxwell presents on behalf of Tinkergarten.
Commissioner David Douglas motions to accept the reduced fee of $6 per session pending
approval by the Master Naturalists regarding the location in the park. Commissioner Eric
Henline seconds. VOTE: 6-0 in favor, motion passes.
C. Request from Dripping Springs Youth Sports Association to Place Storage Container at
Founders Memorial Park - Commissioner Rich Moore motions to recommend approval of the
second unpainted container request once an official letter of request is received from DSYSA,
and the approval is contingent upon the approval of a building permit for and completion of the
outer wall surrounding both containers within six months from the date the container is placed.
Commissioner Ron Jones seconds. VOTE: 6-0 in favor, motion passes.
D. Request from Dripping Springs Independent School District Middle School & High School
Mountain Biking Club for the Construction, Designation, and Use of Bicycle Trails at
Dripping Springs Ranch Park - Commissioner Ron Jones motions to approve the request.
Commissioner David Douglas seconds. VOTE: 6-0 in favor, motion passes.

E. Recommendation for Allowing Mountain Biking/Biking on Trails at Dripping Springs Ranch
Park - Commissioner Ron Jones motions to approve the recommendation. Commissioner Rich
Moore seconds. VOTE: 6-0 in favor, motion passes.
F. Proposal from T.F. Harper & Associates for Founders Memorial Park Toddler Playground
Renovation - Commissioner Eric Henline motions to recommend approval of the estimate for
renovations of the toddler playground in an amount not to exceed $17,000. Commissioner Rich
Moore seconds. VOTE: 6-0 in favor, motion passes.
G. Donation Agreement between the City of Dripping Springs and the Dripping Springs Rotary
Club for Founders Memorial Park Improvements - Commissioner Rich Moore motions to
approve the donation agreement for $5,000 to be applied to the toddler playground at Founders
Memorial Park. Commissioner Robert Hayden seconds. VOTE: 6-0 in favor, motion passes.
H. Staff Report on Repairs and Debris Removal at City Parks Due to the October 30, 2015
Disaster Event – City Administrator Michelle Fischer provides an update. No action taken.
