Parks and Recreation Commission Regular Meeting Minutes
A regular meeting of the City of Dripping Springs Parks and Recreation Commission was held Monday, March 21, 2016, beginning at
6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
Robbie Zamora, Chair (DSYSA) Eric Russell, Vice Chair (DSYSA)
Robert Hayden (CODS) Rich Moore (DSISD)
Wade King (CODS) Ron Jones (DSISD)
Eric Henline (DSISD) David Douglas (CODS)
City Staff/Appointed Officials: Michelle Fischer, City Administrator
Commission Chair Robbie Zamora calls the meeting to order at 6:05pm. All present except
Commissioners Wade King, Ron Jones and David Douglas.
II. PRESENTATION BY CITIZENS
Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to
speak shall do so after being recognized by the Chair. The Chair and Commission may establish
a time limit on each citizen wishing to speak. Jake Adams – Local resident states that he is on the
Soccer Board and is planning on presenting a variance request in the future for better lighting and
other improvements at the fields.
III. CONSENT ITEMS
Discussion and Possible Action Regarding:
A. Approval of Regular Meeting Minutes, February 8, 2016 – Commission Vice Chair Eric
Russell motions to approve the minutes. Commissioner Rich Moore seconds. VOTE: 5-0 in
favor, motion passes.
IV. BUSINESS
Consideration and Possible Action On:
A. Request for Waiver of Park Rental Fees for City Wide Youth Event at Founders Memorial
Park on April 9, 2016, Cliff Holdridge, First Baptist Church - Dripping Springs
1. Presentation – Cliff Holdridge, First Baptist Church
2. Staff Report (Michelle Fischer) – City Administrator Michelle Fischer, report on file. Staff
recommends approval.
3. Waiver of Rental Fees - Commissioner Robert Hayden motions to approve the request.
Commissioner Rich Moore seconds. VOTE: 5-0 in favor, motion passes.
B. Report on Release of Sports and Recreation Park Baseball and Softball Fields by Dripping
Springs Independent School District – City Administrator Michelle Fischer provides a report.
No action taken.
C. Report on Letter of Intent by Dripping Springs Youth Sports Association for Use of Sports
and Recreation Park Baseball and Softball Fields – City Administrator Michelle Fischer
provides a report. No action taken.
D. Founders Memorial Park Volunteer Work Day Projects – City Administrator Michelle Fischer
provides a report. No action taken.

E. Evaluation and Plans for Bringing Nonconforming Outdoor Lighting at City Parks Into
Compliance with the City's Outdoor Lighting Ordinance - City Administrator Michelle
Fischer provides a report. Commission Vice Chair Eric Russell motions to recommend the
creation of a lighting sub-committee for evaluating and planning for bringing nonconforming
outdoor lighting at City parks into compliance, and to authorize Commission Chair Robbie
Zamora to appoint members. Commissioner Rich Moore seconds. VOTE: 5-0 in favor,
motion passes.

The following updates relate to the planning and administration of the City's Parks &
Recreation Program. No Action to be Taken:
A. Revenues and Expenses Monthly Report - Gina Gillis, City Treasurer
