Parks and Recreation Commission Regular Meeting Minutes
A regular meeting of the City of Dripping Springs Parks and Recreation Commission was held Monday, April 11, 2016, beginning at
6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL

City Staff/Appointed Officials: Michelle Fischer, City Administrator
Commission Chair Robbie Zamora calls the meeting to order at 6:01pm. All present except
Commissioner Rich Moore.
II. PRESENTATION BY CITIZENS
Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to
speak shall do so after being recognized by the Chair. The Chair and Commission may establish
a time limit on each citizen wishing to speak. No one speaks
III. CONSENT ITEMS
Discussion and Possible Action Regarding:
A. Approval of Regular Meeting Minutes, March 21, 2016 – Commission Vice Chair Eric
Russell motions to approve the minutes. Commissioner Wade King seconds. VOTE: 7-0 in
favor, motion passes.
IV. PARKLAND DEDICATION
Consideration and Possible Action On:
A. Parkland Dedication for Merritt Hill Country Senior Living Apartments, Located at 28725 RR
12, Hunter Shadburne, PE, Austin Civil Engineering, Applicant
1. Presentation – None
2. Staff Report (Brent Luck) – Consultant Brent Luck, report on file. Staff recommends
approval with the condition that the THCA Fee Waiver Resolution amount required by the
City ($11,340.00) be applied to the cash-in-lieu amount, reducing the amount required to
$98,216.40. Additionally, we propose the final cash-in-lieu to be paid by the Owner be
60% of this remaining balance, or $58,929.84.

4. Proposed Parkland Dedication and Cash In Lieu - Commissioner David Douglas motions
to table this item. Commissioner Ron Jones seconds. VOTE: 7-0 in favor, motion passes.
B. Parkland Dedication for Bunker Hill Subdivision, Brian Estes, P.E., Representative of
Applicant
1. Presentation - Brian Estes, Applicant’s Representative
2. Staff Report (Brent Luck) – Consultant Brent Luck, report on file. Staff recommends
approval of the parkland dedication cash-in-lieu in the amount of $606,394.70.

motions to approve the parkland dedication cash-in-lieu in the amount of $606,394.70,
according to staff’s recommendation. Commissioner Ron Jones seconds. VOTE: 7-0 in
favor, motion passes.
V. BUSINESS
Consideration and Possible Action On:
A. Agreement for Professional Services with Luck Design Team for a Master Plan for Dripping
Springs Ranch Park - Commissioner Eric Henline motions to approve the agreement
according to staff’s recommendation. Commissioner Wade King seconds. VOTE: 7-0 in
favor, motion passes.
B. Joint Use Agreement for Mountain Bike Trails between City of Dripping Springs and the
Dripping Springs Mountain Bike Team – No action taken.
C. Amendment to Park Rules Regarding Biking – City Administrator Michelle Fischer, report on
file. Staff recommends approval of the amended park rules. – No action taken.
D. Letter Agreement between the Lower Colorado River Authority and the City of Dripping
Springs for the Charro Ranch Park Pavilion Project - Commissioner Robert Hayden motions
to approve the agreement according to staff’s recommendation. Commissioner Wade King
seconds. VOTE: 7-0 in favor, motion passes.
E. Report on Release of Sports and Recreation Park Baseball and Softball Fields by Dripping
Springs Independent School District – Commission Vice Chair Eric Russell provides a report.
No action taken.
F. Approval of Proposal from Joseph R. Felkel for Writing Operations and Procedures Manual
For Dripping Springs Ranch Park Maintenance Department - Commissioner Wade King
motions to approve the proposal according to staff’s recommendation. Commissioner David
Douglas seconds. VOTE: 7-0 in favor, motion passes.
G. Approval of Proposal from Joseph R. Felkel for Writing Operations and Procedures Manual
For City of Dripping Springs Public Works/Park Maintenance Department - Commissioner
Wade King motions to approve the proposal according to staff’s recommendation.
Commissioner David Douglas seconds. VOTE: 7-0 in favor, motion passes.
H. Approval of the Creation of the Veterans Memorial Park/The Triangle Advisory Committee
and Authorization of Mayor Todd Purcell to Appoint the Advisory Committee Members -
Commissioner Eric Henline motions to approve the creation of the committee according to
staff’s recommendation and to appoint Commissioners Wade King and Robbie Zamora to the
Committee. Commissioner Robert Hayden seconds. VOTE: 7-0 in favor, motion passes.
I. Approval of the Creation of the Founders Memorial Park Advisory Committee and
Authorization of Mayor Todd Purcell to Appoint the Advisory Committee Members -
Commissioner Eric Henline motions to approve the creation of the committee according to
staff’s recommendation and to appoint Commissioner Eric Henline to the Committee.
Commissioner Robert Hayden seconds. VOTE: 7-0 in favor, motion passes.
