Parks and Recreation Commission Regular Meeting Minutes
A regular meeting of the City of Dripping Springs Parks and Recreation Commission was held Monday, May 9, 2016, beginning at
6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas.
I. MEETING CALLED TO ORDER AND ROLL CALL
Robbie Zamora, Chair (DSYSA) Eric Russell, Vice Chair (DSYSA)
Robert Hayden (CODS) Rich Moore (DSISD)
Wade King (CODS) Ron Jones (DSISD)
Eric Henline (DSISD) David Douglas (CODS)
City Staff/Appointed Officials: Michelle Fischer, City Administrator
Commission Chair Robbie Zamora calls the meeting to order at 6:00pm. All present except
Commissioners Rich Moore, Robert Hayden, Eric Russell and Wade King.
II. PRESENTATION BY CITIZENS
Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to
speak shall do so after being recognized by the Chair. The Chair and Commission may establish
a time limit on each citizen wishing to speak. No one speaks
III. CONSENT ITEMS
Discussion and Possible Action Regarding:
A. Approval of Regular Meeting Minutes, April 11, 2016 - Commissioner Eric Henline motions
to approve the minutes. Commissioner David Douglas seconds. VOTE: 4-0 in favor, motion
passes.
Commissioner Robert Hayden joins the meeting at 6:02pm.
IV. PARKLAND DEDICATION
Consideration and Possible Action On:
A. Parkland Dedication for Merritt Hill Country Senior Living Apartments, Located at 28725 RR
12, Hunter Shadburne, PE, Austin Civil Engineering, Applicant
1. Presentation – Brian Rodie, Applicant’s Representative
2. Staff Report (Brent Luck) – Brent Luck, report on file. Staff recommends approval with
the condition that the THCA Fee Waiver Resolution amount required by the City
($11,340.00) be applied to the cash-in-lieu amount, reducing the amount required to
$98,216.40. Additionally, we proposed the final cash-in-lieu to be paid by the Owner be
60% of this remaining balance or $58,929.84.
3. Public Hearing – No one speaks
4. Proposed Parkland Dedication and Cash In Lieu - Commissioner Ron Jones motions to
approve the Parkland Dedication and Cash In Lieu according to staff’s recommendations.
Commissioner Eric Henline seconds. VOTE: 5-0 in favor, motion passes.
V. BUSINESS
Consideration and Possible Action On:
A. Joint Use Agreement for Multi-use Trails between City of Dripping Springs and the Dripping
Springs Mountain Bike Team – City Administrator Michelle Fischer, report on file. Staff

recommends approval of the agreement. Commissioner David Douglas motions to approve
the agreement. Commissioner Ron Jones seconds. VOTE: 5-0 in favor, motion passes.
B. Ordinance 1510.93: An Ordinance of the City of Dripping Springs Amending Chapter 16,
Article 16.02, Division 2 Of The Dripping Springs Code Of Ordinances; Amending Park
Rules To Provide, Protect, And Preserve The City’s Park Systems; To Provide Clarification
Of Trail Uses, Closing Hours, And Operation Of Motor Vehicles; And Providing For The
Following: Findings Of Fact; Enactment; Repealer; Severability; Criminal Fines Not To
Exceed $500 Per Offense; Codification; Effective Date; And Proper Notice And Meeting –
City Administrator Michelle Fischer, report on file. Staff recommends approval of the
Ordinance. Commissioner Robert Hayden motions to approve Ordinance 1510.93 with a
revision to the definition of multi-use trail to be “bicycle or equestrian” instead of “bicycle
and equestrian”. Commissioner Ron Jones seconds. VOTE: 5-0 in favor, motion passes.
C. Report on Release of Sports and Recreation Park Baseball and Softball Fields by Dripping
Springs Independent School District – City Administrator Michelle Fischer, report on file. No
action taken.
VI. REPORTS - The following updates relate to the planning and administration of the City's Parks &
Recreation Program. No Action to be Taken:
