Parks and Recreation Commission Regular Meeting Minutes A regular meeting of the City of Dripping Springs Parks and Recreation Commission was held Monday, July 11, 2016, beginning at 6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Robbie Zamora, Chair (DSYSA) Eric Russell, Vice Chair (DSYSA) Robert Hayden (CODS) Rich Moore (DSISD) Wade King (CODS) Ron Jones (DSISD) Eric Henline (DSISD) David Douglas (CODS) City Staff/Appointed Officials: Michelle Fischer, City Administrator Commission Chair Robbie Zamora calls the meeting to order at 6:28pm. All present except Commissioners Eric Russell, Robert Hayden, Rich Moore and Ron Jones. II. PRESENTATION BY CITIZENS Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit on each citizen wishing to speak. No one speaks. III. CONSENT ITEMS Discussion and Possible Action Regarding: A. Approval of Regular Meeting Minutes, June 13, 2016 – Commissioner Eric Henline motions to approve the minutes. Commissioner David Douglas seconds. VOTE: 4-0 in favor, motion passes. IV. BUSINESS Consideration and Possible Action On: A. Appointment of Commission Chair and Vice Chair - Commissioner Eric Henline motions to appoint Robbie Zamora to the position of Chair, and Eric Russell to the position of Vice Chair. Commissioner Wade King seconds. VOTE: 4-0 in favor, motion passes. B. Request from the Dr. Pound Historical Farmstead to Rent Founders Memorial Park for An Event on Saturday, May 6, 2017, Andrea Larsen, Director of the Dr. Pound Historical Farmstead – City Administrator Michelle Fischer provides information on the request. Commissioner Eric Henline motions to approve the request to rent all of the fields at Founders Memorial Park with the condition that they do not close the park and that all signs are pre-approved by city staff. Commissioner Wade King seconds. VOTE: 4-0 in favor, motion passes. C. Charro Ranch Park Pavilion Construction Contract between the City of Dripping Springs and Driftwood Builders - City Administrator Michelle Fischer provides information on the contract. Commissioner Wade King motions to recommend approval of the contract. Commissioner Eric Henline seconds. VOTE: 4-0 in favor, motion passes. D. Discussion and Possible Action Regarding Lighting Compliance Committee Report and Recommendations for Sports & Recreation Park Lighting, Eric Russell – Lighting Compliance Committee report on file. Commissioner Wade King motions to approve the Lighting Committee’s recommendation as stated in their report which includes submitting a plan to City Council to bring all lights into compliance, hire an electrical engineer using FY 2017 Parkland Dedication funds in an amount to be determined, and for the Lighting Compliance Committee to submit cost estimates to the City Treasurer for Phase 1, which will be paid from current Parkland Page 1 of 2 Dedication funds and FY 2017 Hotel Occupancy Tax funds. Commissioner David Douglas seconds. VOTE: 4-0 in favor, motion passes. E. Update on Improvements and Repairs to Founders Memorial Park Pool House and Pavilion – City Administrator Michelle Fisher provides an update. No action taken. F. Update on Release of Sports and Recreation Park Baseball and Softball Fields by Dripping Springs Independent School District - City Administrator Michelle Fisher provides an update. No action taken. G. Update on Proposed Use Agreement and Maintenance Agreement between the City of Dripping Springs and the Dripping Springs Youth Sports Association for the Baseball and Softball Field at Sports & Recreation Park - City Administrator Michelle Fisher provides an update. No action taken. H. Fiscal Year 2017 Budget Request 1. Public Hearing 2. Charro Ranch Park 3. Founders Memorial Park 4. Sports and Recreation Park 5. Veterans Memorial Park/The Triangle 6. Dripping Springs Ranch Park 7. Approval of Budget Request - Commissioner Eric Henline motions to approve the FY 2017 Budget Request as discussed and amended. Commissioner Wade King seconds. VOTE: 4-0 in favor, motion passes. V. REPORTS The following updates relate to the planning and administration of the City's Parks & Recreation Program. No Action to be Taken: A. Revenues and Expenses Monthly Report - Gina Gillis, City Treasurer B. Charro Ranch Park - Robert Hayden C. Founders Memorial Park - Ron Jones and Eric Henline D. Dripping Springs Ranch Park - Rich Moore E. Sports & Recreation Park - Eric Russell and David Douglas F. Veterans Memorial Park & Triangle - Wade King G. Farmers Market Monthly Report - Market Manager H. Parkland Dedication Ordinance Committee - Melody Mitchell I. Skate Park Advisory Committee - Eric Henline J. Lighting Compliance Committee Report - Eric Russell VI. ANNOUNCEMENTS A. Regular Farmers Market Association Board Meeting, July 12, 2016 at 10:00 a.m. B.
