Parks and Recreation Commission Regular Meeting Minutes A regular meeting of the City of Dripping Springs Parks and Recreation Commission was held Monday, August 8, 2016, beginning at 6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Robbie Zamora, Chair (DSYSA) Eric Russell, Vice Chair (DSYSA) Robert Hayden (CODS) Rich Moore (DSISD) Wade King (CODS) Ron Jones (DSISD) Eric Henline (DSISD) David Douglas (CODS) City Staff/Appointed Officials: Michelle Fischer, City Administrator Commission Chair Robbie Zamora calls the meeting to order at 6:00pm. All present except Commissioners Robert Hayden and Wade King. Also present are City Secretary Kerri Craig, Administrative Assistant Rachel Goodnight, and Lighting Consultant Cindy Luongo Cassidy. II. PRESENTATION BY CITIZENS Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit on each citizen wishing to speak. No one speaks. III. CONSENT ITEMS Discussion and Possible Action Regarding: A. Approval of Regular Meeting Minutes, July 11, 2016 - Commissioner Eric Henline motions to approve the minutes. Commissioner Rich Moore seconds. VOTE: 6-0 in favor, motion passes. IV. PARKLAND DEDICATION Consideration and possible action on: A. Conceptual Land Use Plan Presentation regarding the 297.2 acre Cannon Tract located at 110 Cannon Ranch Road, Dripping Springs, Texas (Discussion only; no action to be taken at this time) – City Administrator Michelle Fischer provides an update. No action taken. Commissioner Wade King arrives at 6:05pm. V. BUSINESS Consideration and Possible Action On: A. Ordinance No. 1260.30 - An Ordinance of the City of Dripping of Springs amending Article 24.06 of the Dripping Springs Code of Ordinances; modifying regulations for Outdoor Lighting in the city limits and, when possible, in the extraterritorial jurisdiction through contracts and development agreements; providing for the following rules; standards; procedures; criminal penalties including criminal fines not to exceed $500.00 per violation and civil fines of up to $500.00 per violation; repealer; severability; and an effective date. 1. Staff Report (Anjali Naini, Michelle Fischer, Cindy Luongo Cassidy) – City Administrator Michelle Fischer and Lighting Consultant Cindy Luongo Cassidy provide a report. Staff recommends approval. 2. Public Hearing – No one speaks. Page 1 of 2 3. Ordinance No. 1260.30 - Commissioner David Douglas motions to recommend approval of Ordinance 1260.30 according to staff’s recommendation. Commissioner Wade King seconds. VOTE: 7-0 in favor, motion passes. B. Update on Release of Sports and Recreation Park Baseball and Softball Fields by Dripping Springs Independent School District – City Administrator Michelle Fischer provides an update. No action taken. C. Update on Proposed Use Agreement and Maintenance Agreement between the City of Dripping Springs and the Dripping Springs Youth Sports Association for the Baseball and Softball Field at Sports & Recreation Park - City Administrator Michelle Fischer provides an update. Juan Garcia from DSISD provides feedback on this item. No action taken. Commissioner Rich Moore leaves the meeting at 7:07pm. Commissioner Ron Jones leaves the meeting at 7:15pm. D. Fiscal Year 2017 Budget Request - Commissioner David Douglas motions to approve the FY 2017 Budget Request as amended and discussed at this meeting. Commission Vice Chair Eric Russell seconds. VOTE: 5-0 in favor, motion passes. VI. REPORTS The following updates relate to the planning and administration of the City's Parks & Recreation Program. No Action to be Taken: A. Farmers Market Monthly Report - Market Manager H. Parkland Dedication Ordinance Committee - Melody Mitchell I. Skate Park Advisory Committee - Eric Henline J. Lighting Compliance Committee Report - Eric Russell VII. ANNOUNCEMENTS A. Regular Farmers Market Association Board, August 9, 2016 at 10:00 a.m. B.
