The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, April 24, 2017 at 7:00. Those
present were Mayor Chris Younger, Alderpersons Ray Carroll, Richard Reed, Ryan Shanklin, Michael Barron, Craig
Blackburn, Tom Mikkelsen, and Jennifer Hughey. The City Attorney, Mark Johnson, was present.
Motion made by Ryan Shanklin, seconded by Ray Carroll, to approve the minutes of the April 10, 2017 regular
meeting. Motion carried with Carroll, Shanklin, Barron, Blackburn, Mikkelsen, and Hughey voting aye; Richard Reed
abstained.
Motion made by Richard Reed, seconded by Ray Carroll to approve the minutes of the April 17, 2017 called
meeting. Motion carried with all ayes.
Mayor's Report
Mayor Younger asked the Board to surplus the Police Crown Victoria and to sell it on GovDeals. Motion made by
Ryan Shanklin, seconded by Tom Mikkelsen to surplus the Crown Victoria and to sell it on GovDeals. Motion
carried with all ayes. , -
Alderman Robert Johnson arrived at 7:02 PM.
Department Reports
Public Works Supervisor Steven Tucker presented the board with information about a possible dump truck. The
truck is a 1992 model with a newer engine (possibly 2007). The truck is available from Custom Ag Services for
$13,500; it requires some painting touch ups. Custom Ag Services will install a bed to our specifications for that
price. Tucker said this truck would be taller and not ideally suited for a limb and debris truck, but would be used
primarily as a dirt truck since it would hold and dump much more than our existing trucks. Alderman Johnson
suggested that purchasing something newer might be a better investment. Mayor Younger asked Tucker to see if
he could determine how many miles were on the engine and to take someone with diesel experience to examine
the truck.
The City Recorder stated that monthly financial reports were at the members' seats. He asked the board to pencil
in May 11, 2017 for the first budget meeting.
Committee Reports
Motion made by Ryan Shanklin, seconded by Tom Mikkelsen to surplus the 1989 tanker chassis and to sell it on
GovDeals. Motion carried with all ayes.
Street Committee Chair Tom Mikkelsen said the resident at 227 Broad Street had asked if the city would purchase
the concrete for a replacement sidewalk if the resident would remove the old concrete, prepare the site, form up
and pour the new sidewalk. About 4 yards of concrete will be needed. Motion made by Tom Mikkelsen, seconded
by Ryan Shanklin to authorize up to $600 for the purchase of concrete for the sidewalk at 227 Broad Street if the
homeowner agrees to do the work. Motion carried with all ayes.
Building and Parks Committee Chair Michael Barron asked for an update on the ditch on North Poplar near the
school. He also asked about the tennis courts. Finally, he asked about the fence on the Mike Cooper field at the
Park. The Mayor or the City Recorder will contact someone at the ball league about the fence.
New Business
Motion made by Tom Mikkelsen, seconded by Jennifer Hughey to approve PO 8088 to Southeastern for $1,600.00
for the purchase of an AED to replace the current AED which is outdated and cannot be used on children. Motion
carried with all ayes.
Alderman Tom Mikkelsen thanked all those who helped with the landscaping improvements at the Fire
Department.

Alderman Ray Carroll said, "We are all human. There are people that some of us like more than others; there are
people we dislike. I was contacted by a citizen this past week and this citizen feels than an alderperson has picked
on that person because of a personal issue and this person asked for me to address it in the way I saw best. I want
to remind us that our responsibilities are to be fair and just to everyone whether we like them or we don't."
Motion made by Ray Carroll, seconded by Tom Mikkelsen to pay the accounts. Motion carried with all ayes.
Motion made by Ryan Shanklin, seconded by Craig Blackburn to adjourn. Motion carried with all ayes.
