Page 39 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, May 8, 2017 at 7:05. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Richard Reed, Ryan Shanklin, Robert Johnson Michael Barron, Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was present. Motion made by Ryan Shanklin, seconded by Ray Carroll, to approve the minutes of the April 14, 2017 regular meeting. Motion carried with all ayes. Visitors Roger Gray of 455 East College Street asked the Board where city sticker revenue was expended. Mayor Younger said it was General Fund income. Gray also asked how the city guarantees that everyone purchases a sticker. Mayor Younger said the goal is 100% compliance, that the police department maintain a list of previous purchases and compare it against current year purchases. Nick Corbin addressed the board concerning his recent disciplinary actions. Corbin said he'd been employed by the City of Dyer for 11 years and these were the first written reprimands he'd received since he'd received one several years ago in connection with taking a sick day instead of a personal day. Mitzi Corbin of 235 Division Street spoke in support of Nick Corbin. She urged the board to consider the circumstances of his recent disciplinary infractions and his history with the City. "We need to come together with one purpose and one vision and that is to support the City of Dyer." Mayor's Report Mayor Younger briefed the board on employee Nick Corbin's recent disciplinary infractions and reprimands. The board discussed it at length, including Corbin's history with the city as well as the circumstances of his reprimands and referral to the board with a recommendation for termination. Motion made by Tom Mikkelsen, seconded by Ray Carroll to terminate Nick Corbin effective immediately for repeated insubordination and negligence. Motion carried with Reed, Shanklin, Johnson, Barron, Blackburn, Mikkelsen, and Hughey voting aye; Ray Carroll voted no. Department Reports The City Recorder told the board that the Meals on Wheels car is currently out of service and it appears that repairs would be cost prohibitive. Mayor Younger said that J&B Motors had offered to donate a car or possibly sell the city a vehicle for $1.00. Motion made by Ryan Shanklin, seconded by Jennifer Hughey to accept the donated car from J&B Motors. Motion carried with all ayes. Wastewater Superintendent William Caton asked the board to approve selling the old wastewater truck. Motion made by Ryan Shanklin, seconded by Ray Carroll to declare the 2005 Chevy 1500 Wastewater Truck surplus. Motion carried with all ayes. Motion made by Ryan Shanklin, seconded by Jennifer Hughey to sell the surplus truck on GovDeals. Motion carried with all ayes. Committee Reports Finance, Administration, and Personnel Committee Chair Ray Carroll asked for a committee meeting on Thursday evening at 6:00. New Business Motion made by Michael Barron, seconded by Ray Carroll to approve the 2016-2017 Audit Contract with Alexander Thompson and Arnold for $22,015.00. Motion carried with all ayes. Mayor Younger asked the board to consider hiring a general laborer for the street department, "I am looking personally for a general laborer. Somebody that can do about anything. Dependable. You don't have to tell what to Page 40 do a lot. We do not have to advertise. We have advertised. All city board members have been approached by .... probably several people.. I would like to ... the man that's been on our fire department several years, I would like to hire him on our city crew as a full time employee; would also allow us to have a fireman in town during the day. Would like there to be a couple of restrictions on this; would like the job to start at 9.50 an hour with a 10.00 after 90 day probationary period." Mayor Younger was interrupted by Alderman Shanklin. Motion made by Ryan Shanklin, seconded by Jennifer Hughey to hire Richard Pugh as a general laborer for the street department for $9.50 per hour during a 90 day probationary period after which he will be paid $10.00 per hour. Motion carried with all ayes. Motion made by Ryan Shanklin, seconded by Ray Carroll to hire Jake Siler and Josh London as seasonal help through September 1, 2017 at $9.00 per hour. Motion carried with all ayes. Mayor Younger said, "I have talked with all of employees. Please follow the chain of command. If you have something to say to an employee, supervisor, employee, please do not ask them to do something about their job. The committee chair with any department is to check on employees by supervisor wise and not to tell them what when or how to do something. You guys set policy, you guys decide, are the heart of this community." Motion made by Michael Barron, seconded by Richard Reed to pay the accounts. Motion carried with all ayes.
