Page 43 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, May 22, 2017 at 7:11. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Richard Reed, Ryan Shanklin, Robert Johnson Michael Barron, Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was present. Motion made by Ryan Shanklin, seconded by Ray Carroll, to approve the minutes of the May 8, 2017 regular meeting. Motion carried with all ayes. Visitors Collette Woods of 174 North Royal asked the board what could be done about the house adjacent to hers (170 North Royal); Woods stated the yard needs to be mowed, it's very overgrown. The house currently belongs to the County due to a tax sale. It is expected to be turned over to the city following the redemption period. Mayor Younger said he had contacted the county for permission to maintain the property but had not heard back. The City Recorder will follow up with the county for permission. Mayor's Report Mayor Younger said the house at 469 North Main Street cannot be used for training by the police or fire departments. Younger said the city should make arrangements to demolish the house soon. A local contractor agreed to a price of $2,500.00 to tear down the house. Younger suggested a committee meeting to discuss the cheapest and safest way to demolish the house. Mayor Younger also discussed the status of 114 North Main Street. The owner had contacted Mayor asking what steps the City might like to see taken to prevent any conflict with the city concerning its upkeep and appearance. The Board discussed the property at length with suggestions made that the appearance might be improved with some paint and window repair and also some work on the awning. The Mayor will communicate these suggestions to the owner. Mayor Younger asked Fire Chief Roger Worrell to read a letter. Worrell announced his intent to resign as Fire Chief effective June 30, 2017. He agreed to serve until a replacement is appointed. Worrell will have completed 40 years of service to the Dyer Fire Department on June 30. Motion made by Ray Carroll, seconded by Robert Johnson to accept Worrell's resignation. Motion carried with all ayes Motion made by Tom Mikkelsen, seconded by Craig Blackburn to solicit applications for Fire Chief. Motion carried with all ayes. Department Reports Fire Chief Roger Worrell commended all those who worked on the new flagpole and landscaping at the Fire Station. The City Recorder said financial reports were at the members' seats. Water Superintendent Randy Gregory advised the board that they would soon be asked to approve a drought management plan. This plan is mandated by the state. Gregory said the plan should be ready by the next regular board meeting. Committee Reports Parks Committee Chair Michael Barron expressed concern about a hole at the park that might be a hazard to passers-by. New Business Mayor Younger announced a town hall meeting to be held on June 8, 2017 at 7:00 PM to discuss the upcoming water and sewer rate increase.  Page 44 Motion made by Ray Carroll, seconded by Tom Mikkelsen to pass on its first reading Ordinance 2017-242, an Ordinance to Levy Property Tax for the Fiscal Year July 1, 2017 through June 30, 2018. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Tom Mikkelsen to pass on its first reading Ordinance 2017-245, an Ordinance to Amend Title 18, Chapter 1 of the Dyer Municipal Code Concerning Water Rates. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Tom Mikkelsen to pass on its first reading Ordinance 2017-244, an Ordinance to Amend Title 18, Chapter 3 of the Dyer Municipal Code Concerning Sewer Rates. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Tom Mikkelsen to pass on its first reading Ordinance 2017-243, an Ordinance to Adopt the 2017-2018 Annual Budget. Motion carried with all ayes. Motion made by Robert Johnson, seconded by Craig Blackburn to approve PO 8105 to ADC for $1832.82 for water and waste water chemicals. Motion carried with all ayes. Motion made by Ryan Shanklin, seconded by Craig Blackburn to approve an estimate to Madden & Associates for the purchase of equipment to outfit the new police vehicle for $4,246.00. Motion carried with all ayes. Motion made by Ryan Shanklin, seconded by Craig Blackburn to approve and estimate to Privitt Services to install equipment in the new police vehicle for $450.00. Motion carried with all ayes. Motion made by Ryan Shanklin, seconded by Jennifer Hughey to pay the accounts. Motion carried with all ayes.
