Page 47 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, June 12, 2017 at 7:03. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Richard Reed, Ryan Shanklin, Robert Johnson Michael Barron, Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was present. Motion made by Ray Carroll, seconded by Tom Mikkelsen, to approve the minutes of the May 22, 2017 regular meeting. Motion carried with all ayes. Visitors Burt Hooper, representing the Dyer Station Celebration Committee, addressed the board. Hooper invited the Board of Mayor and Aldermen to participate in all the Dyer Station Activates including opening ceremonies on June 27 at 6:30 PM at the VFW as well as the parade. He also asked for the City's annual donation to DSC. Motion made by Craig Blackburn, seconded by Jennifer Hughey to make the annual $1,000.00 donation to the Dyer Station Celebration Committee. Motion carried with all ayes. Audrey Tucker, wife of Steven Tucker, addressed the board concerning Tucker's potential reassignment under the street department restructuring plan. Tucker expressed concerns that her husband might not have been adequately notified about discussion concerning his supervision of the street department. She also stressed some of the difficulties her husband has encountered in supervising the Street Department. Jessica Hurley, wife of Kevin Hurley, addressed the board with concerns about rumors that if the street department is restructured, her husband's job might be at risk. Mayor Younger assured her that was not the case. Mrs. Hurley continued to address the board with her concerns; Mayor Younger asked Mrs. Hurley to discontinue her remarks. Dorothy Bearce of 126 South Peck Switch Cove addressed the board concerning all the traffic related to the group homes located in her neighborhood. She said there was excessive speeding as well as traffic. Bearce is concerned about residents on the street and children who might be playing. Mayor's Report Mayor Younger read aloud a letter of resignation from Larry Jackson. Motion made by Ray Carroll, seconded by Michael Barron to accept Jackson's resignation. Motion carried with all ayes. Mayor Younger discussed a safety issue concerning a hole dug the previous week. No one was injured. Staff have been counseled and a special safety meeting will be held to discuss working underground. Department Reports Fire Chief Roger Worrell said the helipad has been poured and the wiring may be completed this week. Wastewater Superintendent William Caton asked for a load of gravel for the wastewater plant where the solid waste dumpsters are located. Motion made by Tom Mikkelsen, seconded by Ryan Shanklin to authorize the purchase of $800.00 (2 loads) of gravel. Motion carried with all ayes. Water Superintendent Randy Gregory said they're still working on replacing the steel doors at the industrial park pumping station. Committee Reports Motion made by Tom Mikkelsen, seconded by Ray Carroll to appoint William Caton as Public Works / Street Department supervisor for a trial period of 90 days. Motion carried with Carroll, Reed, Shanklin, Barron, Blackburn, and Mikkelsen voting aye; Johnson and Hughey voted no. New Business Motion made by Ray Carroll, seconded by Ryan Shanklin to approve PO 8109 to Tri-State International for  Page 48 $1,895.46 for service of 2010 fire truck. Motion carried with all ayes. Motion made by Michael Barron, seconded by Robert Johnson to pass on its first reading Ordinance 2017-246, An Ordinance to Adopt a Drought Management Plan. Motion carried with all ayes. Motion made by Michael Barron, seconded by Ray Carrol to pass on its first reading Ordinance 2017-247, An Ordinance to Amend the 2016-2017 Annual Budget. Motion carried with all ayes. Mayor Younger expressed the Board's condolences to patrolman Steve Webb on the death of his father. Mayor Younger asked the Board to consider a change to the speed limit on Peach Street from 25 to 15. Motion made by Tom Mikkelsen, seconded by Ryan Shanklin to change the speed limit on Peach Street from 25 to 15. Motion carried with all ayes. Mayor Younger also asked that Orr Road be set to 15 mph. Motion made by Ray Carroll, seconded by Jennifer Hughey to set the speed limit on Orr Road to 15 mph. Motion carried with all ayes. Mayor Younger then asked the Board to consider changing the portion of East South Street beginning at the corner on the southern end of Hull Street and continuing to High Street. Motion made by RayCarroll, seconded by Tom Mikkelsen to set the speed limit on East South Street from the corner on the southern end of Hull Street and continuing to High Street to 15 miles per hour. Motion carried with ail ayes. Motion made by Ray Carroll, seconded by Ryan Shanklin to pay the accounts. Motion carried with all ayes.
