The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, June 25, 2018, at 7:02 PM.
Those present were Mayor Chris Younger, Alderpersons Fred Ivie, Robert Johnson, Michael Barron, Craig
Blackburn, and Tom Mikkelsen. The City Attorney was present.
Motion made by Craig Blackburn, seconded by Fred Ivie to approve the minutes of the June 11, 2018 regular
meeting. Motion carried with all ayes.
Motion made by Craig Blackburn, seconded by Fred Ivie to approve the minutes of the June 18, 2018 special called
meeting. Motion carried with all ayes.
Mayor's Report
Motion made by Robert Johnson, seconded by Tom Mikkelsen to authorize Mayor Younger to hire a seasonal /
part-time employee at up to $10.00 per hour. Motion carried with all ayes.
Motion made by Robert Johnson, seconded by Fred Ivie to solicit objections to the sale of real property located on
North Main Street (047N B015.00) to Holy New Beginnings Ministries for $100.00 pursuant to a resolution
authorizing the sale. Motion carried with all ayes.
Mayor Younger reminded the board of the opening ceremonies of Dyer Station Celebration on Wednesday at the
VFW.
Department Reports
The City Recorder said that May 2018 financial reports were at the members' seats.
Water & Wastewater Superintendent Randy Gregory asked the board to approve the purchase of an effluent flow
meter for the wastewater treatment plant. The existing flow meter isn't registering correctly, and TDEC is very
particular about these readings. Motion made by Craig Blackburn, seconded by Tom Mikkelsen to authorize up to
$4,000.00 for the purchase and installation of an effluent flow meter at the wastewater treatment plant. Motion
carried with all ayes.
Committee Reports
Parks & Buildings Chair Michael Barron asked about the status of mowing at the park and any mulch that might be
needed at the playground. Public Works Supervisor Randy Gregory said the park would be mowed or weedeated
before the July 4 festivities. Mayor Younger said that the mulch on the playground would "fluffed" a bit and
refreshed; new mulch will be purchased in the new budget. Mayor Younger also reported that the water leak at
the park has been fixed.
Old Business
Motion made by Robert Johnson, seconded by Fred Ivie to pass on its second and final reading Ordinance 2018-
250, an Ordinance Adopting the Annual Budget and Tax Rate for the Fiscal Year Beginning July 1, 2018 and ending
June 30, 2019. Motion carried with all ayes.
Motion made by Robert Johnson, seconded by Fred Ivie to pass on its second and final reading Ordinance 2018-
251, an Ordinance to Amend the 2017-2018 Annual Budget. Motion carried with all ayes.
New Business
Motion made byTom Mikkelsen, seconded by Fried Ivie to write off delinquent water accounts, as presented,
totaling up to $6,758.70 effective June 30, 2018. Motion carried with all ayes.
