Page 51 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, July 9, 2018, at 7:05 PM. Those present were Mayor Chris Younger, Alderpersons Richard Reed, Craig Blackburn, Fred Ivie, Jennifer Hughey, Michael Barron, and Tom Mikkelsen. The City Attorney was present. Motion made by Craig Blackburn, seconded by Fred Ivie to approve the minutes of the June 25, 2018 regular meeting. Motion carried with all ayes. Mayor's Report Mayor Younger asked the board to approve the change in the VFW rental rate as provided for in the 2018-2019 Annual Budget. Motion made by Jennifer Hughey, seconded by Craig Blackburn to set the VFW rental rate at $50.00 --$40.00 rental fee with a $10.00 deposit. Motion carried with Blackburn, Ivie, Hughey, Barron, and Mikkelsen voting aye; Richard Reed abstained. Mayor Younger reported that paving bids had been received. Bids were as follows: Asphalt Repair Bids- 1 Bidder (PRI) -Infrared: $16,920.75 - Add'l PerSq Yd $98.95 -Traditional: $12,910.50 -Add'l Per Sq Yd $75.50 Motion made by Fred Ivie, seconded by Craig Blackburn to accept all bids. Motion carried with all ayes. Mayor Younger initiated discussion on purchasing an asphalt roller and performing repairs with City of Dyer staff instead of paying a contractor. The board felt that this might be less expensive overall. Motion made byTom Mikkelsen, seconded by Jennifer Hughey to solicit bids for an asphalt roller to be attached to the skid-steer loader. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Tom Mikkelsen to declare surplus and sell to Lafayette Johnson for $100.00 a tool box that was obtained when a used truck was purchased. The tool box is un-needed and currently located at the city shop. Motion carried with all ayes. Mayor Younger expressed his thanks, on behalf of the City, for the work of the Dyer Station Celebration Committee during the recent Dyer Station Celebration week of events. MayorYounger commended the street department for their work straightening up the City Shop. Department Reports Water &Sewer Superintendent Randy Gregoryasked the board to approve the purchase of some spare parts for sewer lift station. He estimated the cost to be $1,500.00. Motion made byTom Mikkelsen, seconded by Fred Ivie to authorize up to $1,500.00 for the purchase of spare parts for lift stations. Motion carried with all ayes. Fire Chief Ryan Shanklin submitted his monthly report with no additions. Mayor Younger asked about several recent resignations that were noted in the report; these resignations were generally due to failure to meet training goals and participation goals. The board discussed training goals as well as where firemen lived. The Board supported the training goals of the department. Alderman Blackburn expressed concern with the waysome of the resignationswere handled. Mayor Younger said, "From the City of Dyer, I appreciate the guys who was here on this fire department. Iappreciate the guys who are here now. Iunderstand things change; policies change. Every person the fire department now and every person that was on the fire department... those guys are here because they want to help and work for the citizens." Committee Reports Parks &Building Committee Chair Michael Barron said much work has been completed at the VFW including painting and the new front door (College Street door). He thanked Alderman Mikkelsen for his time and effort in  Page 52 making certain those projects were completed. Motion made by Michael Barron, seconded by Jennifer Hughey to solicit bids on resurfacing the tennis courts. Motion carried with Blackburn, Ivie, Hughey, Barron, and Mikkelsen voting aye; Richard Reed abstained. New Business Mayor Younger expressed his disgust with the appearance of downtown, "I'm absolutely sick and tired of what our downtown looks like." He said he wished to see them torn down or something. The board discussed solutions, Mayor Younger asked the City Attorney to see what can be done for downtown; he also expressed concern about 718 South Main St. The City Attorney will investigate and take action. Motion made by Michael Barron, seconded by Craig Blackburn to pay the accounts. Motion carried with all ayes. Motion made by Michael Barron, seconded by Fred Ivie to adjourn.
