Page 87 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, November 26, 2018, at 7:03 PM. Those present were Mayor Chris Younger, Alderpersons Richard Reed, Fred Ivie, Robert Johnson, Michael Barron, Craig Blackburn, and Tom Mikkelsen. The City Attorney was present. Motion made by Richard Reed, seconded by Tom Mikkelsen to approve the minutes of the October 22, 2018 regular meeting. Motion carried with all ayes. Motion made by Richard Reed, seconded by Fred Ivie to approve the minutes of the October 25, 2018 special called meeting. Motion carried with all ayes. Mayor's Report Mayor Younger reminded the board of the City of Dyer Christmas Party to be held on December 8 at 6:00 PM. He asked that any aldermen who wish to attend let Ashlee know as soon as possible. Younger also reminded the board of the Open House to be held on November 29 from 5:00 to 7:00. He asked as many aldermen as possible to attend. Department Reports The City Recorder presented the October Financial Reports. He also reminded aldermen of the tax relief program. Committee Reports Street, Maintenance, Water & Sewer Committee Chair Tom Mikkelsen said that Dale Carroll's 90-day evaluation was complete and that everyone was satisfied. At the supervisor's request, Mikkelsen proposed a $1.00 per hour increase (to $12.50 per hour). Motion made by Tom Mikkelsen, seconded by Michael Barron to increase Dale Carroll's compensation to $12.50 per hour. Motion carried with all ayes. New Business Motion made by Michael Barron, seconded by Robert Johnson to approve PO 8816 to Tennessee Fire & Codes Academy for HAZMAT Operations Training for $1,862.00 (grant reimbursable). Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Tom Mikkelsen to approve Board Motion 2018-11-01, authorizing Mayor Younger to award Christmas bonuses pursuant to the intent of the Finance Committee. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Tom Mikkelsen to pay the accounts. Motion carried with all ayes. Alderman Robert Johnson addressed the board, "I would just like to go on record to thank the City of Dyer for trusting me for 21 years to serve on this board. I've learned a lot about city government." He continued, "I have dealt with many boards, mayor, and we have not always agreed on everything, but we did not fall out. I think that's an accomplishment. I appreciate working with each every last one of you." He concluded, "If there's anything else I can do, any kind of way, I'll be here." Alderman Richard Reed addressed the board, "I, too, am coming off the board, by my choice. I'm getting to too old and I can't hear. I appreciate serving on this board and serving with everything." He concluded, "If I can help in any way, let me know." Mayor Younger said, "I appreciate both of you and I know the citizens do. We live in a great town with great Page 88 citizens and great employees... I think there's a time when we agree and when we disagree, but we work it out and I appreciate everything you have done for the city." Motion made by Richard Reed, seconded by Michael Barron to adjourn. Motion carried with all ayes. Nathan Reed, City Recorder
