Page 91 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, December 10, 2018, at 7:04 PM.Those present were Mayor Chris Younger, Alderpersons Richard Reed, Fred Ivie, Robert Johnson, Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was present. Motion made by Jennifer Hughey,seconded by Fred Ivie to approve the minutes of the November 26, 2018 regular meeting. Motion carried with all ayes. Visitors Jill Karnes of 1074 South Main Street address the board concerning a ditch on the south side of her home.She believes she is responsible for the ditch and acknowledges that she can't stop the water flow. She asked the city to address the water flow as she says it is eroding her yard and is creating a hazard along the ditch. Mayor Younger said the adjacent property owner is Rita Cole. Mayor Younger will ask the drainage engineer from MTAS to examine the problem. Mayor's Report Mayor Younger reported that auditors from ATA had completed their on-site work. They were pleased with what has been done. He commended Ashlee Starkey and Teresa Sturdlvant for the work and asked the board to approve a $0.50 per hour raise for each. Aldermen Mikkelsen suggested that this might referred to committee since Finance, Administration, and Personnel Committee Chairman Ray Carroll was not present. Motion made by Richard Reed,seconded by Jennifer Hughey approve a $0.50 per hour raise for Ashlee Starkey and Teresa Sturdlvant. Motion carried with Reed, Ivie, Johnson, Blackburn and Hughey voting aye; Tom Mikkelsen voted no. Department Reports Fire Chief Ryan Shanklin asked the board to approve the purchase of a set of turnout gear for $1,746.00 plus shipping. The set ordered in August has just arrived. He also reported that Brian King was retiring from the department and that Scott Jewell, Matt Young, and Matt Worrell have resigned from the fire department. Motion made by Fred Ivie, seconded by Jennifer Hughey to approve up to $1,800 for the purchase of turnout gear. Motion carried with all ayes. Motion made by Richard Reed,seconded by Jennifer Hughey to accept the resignation of Scott Jewell, Matt Young, and Matt Worrell from the Fire Department. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Jennifer Hughey to accept the retirement of Brian King. Motion carried with all ayes. The Board discussed some problems with dispatch from Central Control. The City Attorney suggested communicating with the County Attorney. The City recorder reported that auditors from ATA had completed their on-site work,"Our auditors were here last week; it was mostly a new team, but they were pleasant to work with and very efficient. They haven't yet written the report, but there were no major issues or problems; we're still working on segregation of duties, and there are some things I'd like us to get better at. I'm always concerned with the little tweaks and we're continuing to get better and better. State regulations are always changing, and I expect even more detailed reporting to be necessary. Overall, I was very pleased with the audit. It really made my day when the mayor called on Wednesday to congratulate me: I appreciate his support and yours as I work with our team to provide the best number crunching, accounting, and reporting possible." The City Recorder also encouraged board members to continue promoting tax relief to any who are eligible. Committee Reports Mayor Younger would like the Parks & Buildings Committee to meet about the building behind the school.  Page 92 New Business ' Motion made by Robert Johnson, seconded by Jennifer Hughey to cancel the December 24,2018 regular meeting. Motion carried with all ayes. Motion made by Jennifer Hughey, seconded by Craig Blackburn to adopt Resolution 2018-304, A Resolution Authorizing the Sale of Real Property(718 South Main St). Motion carried with all ayes. Motion made by Jennifer Hughey, seconded by Craig Blackburn to apply for a CDBG Sewer Grant. Motion carried with all ayes. Mayor Younger recognized Alderman Robert Johnson for his 20 years of service as a member of the Board of Aldermen and presented him with a plaque. Said Alderman Johnson, "I want to thank the Board and Mayor for thinking of this. Twenty-something years is a long time. I have enjoyed it and pray that the board and mayor will continue to do good work. I'll be around here hopefully for a long time. I really appreciate everything." Motion made by Robert Johnson, seconded by Richard Reed to pay the accounts. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Robert Johnson to adjourn.
