The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday,January 14, 2019, at 7:09 PM.
Those present were Mayor Chris Younger, Alderpersons Jennifer Hughey, Tom Mikkelsen, Craig Blackburn, Michael
Barron, Marty Graves, Fred Ivie, Bob Moore, and Ray Carroll. The City Attorney was present.
Motion made by Craig Blackburn, seconded by Fred Ivie to approve the minutes of the December 10, 2018 regular
meeting. Motion carried with all ayes.
Mayor's Report
Mayor Younger asked the board to approve his appointment of Ray Carroll as Vice Mayor. Motion made by Fred
Ivie, seconded by Michael Barron to appoint Ray Carroll as Vice Mayor for a term to expire December 31, 2020.
Motion carried with Hughey, Mikkelsen, Blackburn, Barron, Graves, Ivie, and Moore voting aye; Ray Carroll
abstained.
The oath of office was administered to Vice Mayor Ray Carroll.
Motion made by Ray Carroll, seconded by Fred Ivie to appoint Tom Lannom and Melvin Hall to the Dyer Regional
Planning Commission for terms to expire December 31, 2021. Motion carried with all ayes.
Motion made by Ray Carroll, seconded by Craig Blackburn to appoint Kevin Turner to the Dyer Tree Board for a
term to expire March 14, 2022. Motion carried with all ayes.
Motion made by Ray Carroll, seconded by Tom Mikkelsen to accept the resignation of Teresa Sturdivant effective
January 18, 2019. Mayor Younger thanked Teresa for her work on behalf of the city, the board, and the citizens.
Motion carried with all ayes.
Department Reports
Dyer Fire Chief Ryan Shanklin asked that the board terminate Cody Johnstone for failure to complete required
training. Motion made by Ray Carroll, seconded by Jennifer Hughey to terminate Cody Johnstone for failure to
complete required training. Motion carried with all ayes.
Chief Shanklin said that ISO will be in the city the last week of February. He is confident that the department will
obtain an ISO rating of 3 this year. He also said that the city had received a FEMA sponsored rail car class in the
amount of approximately $4,000.00. This one day, 8-hour class will be open to departments from surrounding
cities.
Assistant Police Chief Rodney Wilkins reported that Chief Lindsey is recovering well and may return to work as
soon as mid-February.
The City Recorder said that November financial reports had been distributed at the board orientation, and
reviewed certain highlights from the report. He also encouraged board members to continue spreading the word
about property tax relief.
The board then considered fire applications at the request of Chief Shanklin. Motion made by Ray Carroll,
seconded by Tom Mikkelsen to hire and appoint Colton Hill, Austin Juhl, Shelby Lynn Thompson, Wyatt Scheller,
and Bryan Summers as firefighters. Motion carried with all ayes.
Unfinished Business
Alderman Carroll asked the fire department, public works, and the city recorder's office to coordinate on
continuing to replace fire hydrants downtown.
New Business
Motion made by Ray Carroll, seconded by Craig Blackburn to approve Purchase Order 8853 for $1,611.40 to Galls
Page 4
for Police Vests, of which grant funds will reimburse 50%. Motion carried with all ayes.
Motion made by Michael Barron, seconded by Bob Moore to approve Purchase Order 8856 to CTS
Communications for $3,925.00 for the purchase of fire radios, of which grants funds will reimburse $1,500.00.
Motion carried with all ayes.
Motion made by Michael Barron, seconded by Craig Blackburn to approve PC 8855 to P&W Center for $2,720.00
for the purchase of fire pagers, of which grants funds will reimburse $1,000.00. Motion carried with ali ayes.
Motion made by Michael Barron, seconded by Ray Carroll to pay the accounts. Motion carried with all ayes.
Motion made by Ray Carroll, seconded by Michael Barron to adjourn. Motion carried with all ayes.
