Page 7 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday,January 28, 2019, at 7:08 PM. Those present were Mayor Chris Younger, Alderpersons Jennifer Hughey, Tom Mikkelsen, Craig Blackburn, Michael Barron, Marty Graves, Bob Moore, and Ray Carroll. The City Attorney was present. Motion made by Craig Blackburn, seconded by Bob Moore to approve the minutes of the January 14, 2019 regular meeting. Motion carried with all ayes. Mayor's Report Mayor Younger informed the board that JD Pinkerton had suffered from several mini-strokes and wouldn't be present. Younger reported that Pinkerton is doing some better and that Younger has been in contact with Pinkerton's wife. Department Reports Dyer Fire Chief Ryan Shanklin reported that one of the recently appointed firefighters had dropped out of class. Motion made by Marty Graves, seconded by Michael Barron to accept Dwight Scheller's resignation from the fire department due to abandonment/ failure to complete required training. Motion carried with all ayes. Chief Shanklin asked the board to appoint Randy Hill as a firefighter. Hill has served on the department before and has all the required certifications. Motion made by Craig Blackburn, seconded by Michael Barron to hire and appoint Randy Hill as a firefighter. Motion carried with all ayes. The City Recorder presented the December Financial Report, reminded board members about purchasing city stickers, and asked members to continue to spread the word about tax relief. Water and Wastewater Superintendent Randy Gregory asked the board to approve the purchase of a new electronic actuator for the water plant. This is a budgeted item. Motion made by Tom Mikkelsen, seconded by Jennifer Hughey to approve up to $5,300.00 for the purchase and installation of an actuator at the water plant. Motion carried with all ayes. Committee Reports Mayor Younger asked the board to hire a part-time police officer to cover shifts that the other part-time officer can't cover. The part-time officer would only work on an as-needed basis. This was discussed in committee meeting. Motion made by Michael Barron, seconded by Ray Carroll to permit Chief Lindsey to hire a part-time police officer. Motion carried with all ayes. Alderman Carroll asked if the department already had a candidate in mind; Assistant Chief Wilkins said they have an individual that they believe can be available when needed. Mayor Younger appointed Marty Graves and Craig Blackburn joint public safety committee chairs. Parks and Buildings Committee chair Michael Barron said that some of the mileage signs on the walking track at the park were down; he asked that someone check on those. Barron also asked that staff begin checking fences at the park, and investigating mulch for the playground. Unfinished Business Alderman Craig Blackburn asked about any revisions to the City Sticker ordinance. After some discussion, the board took no action, leaving the existing policy and ordinance unchanged. New Business Motion made by Michael Barron, seconded by Ray Carroll to pass on its first reading Ordinance 2019-253, An Ordinance to Amend Title 4, Chapter 2 of the Dyer Municipal Code Concerning Compensation. Motion carried with all ayes. Page 8 Motion made by Craig Blackburn, seconded by Ray Carroll to approve PO 8849 to Higdon Electric for $2,800.00 for Electric Service at Community Center. Motion made by Michal Barron, seconded by Ray Carroll to re-approve PO 8855 for $4,8250.00 to CTS Communications for Radios(Grant Reimbursable $1,500.00)(Previously Approved / Updated Quote). Motion carried with all ayes. Motion made by Michael Barron, seconded by Ray Carroll to re-approve PO 8855 for $2,807.50 to P&W Center for Pagers(Grant Reimbursable $1,000.00)(Previously Approved / Updated Quote). Motion carried with all ayes. Alderman Graves said that he had been approached by residents asking if anything could be done about how rough the railroad crossings have become at College Street and Maple Street. The City Recorder will contact the railroad. Motion made by Ray Carroll, seconded by Bob Moore to pay the accounts. Motion carried with all ayes.
