Page 11 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, February 11, 2019, at 7:05 PM. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Bob Moore, Marty Graves, Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was present. Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve the minutes of the January 28, 2019 regular meeting. Motion carried with all ayes. Visitors Kate Nicholas of Holy New Beginnings Ministries addressed the board with a plan to host an "Easter in the Park" for residents of the community. Her group has met with other local church groups; they wish to plan and hold events to keep young people occupied. The Easter event will be called "The Resurrection Rescue" and will be held on April 20 from 10:00 AM to 2:00 PM at the David Robinson Recreation Park. Nicholas said invitations have been sent to other local churches and they hope to see other participants at their next organization meeting on February 17. Nicholas encouraged the board to order t-shirts (a form was provided in the information Nicholas distributed) and to participate. Nicholas asked permission to use the park and for any guidelines that should be followed. Mayor Younger referred Nicholas to the City Recorder for information guidelines and liability. Mayor Younger thanked Nicholas and Holy New Beginnings Ministries for organizing the event. Mayor's Report Mayor Younger asked the board to confirm his appointment of Jim Hesse to the Dyer Industrial Board. Motion made by Marty Graves, seconded by Jennifer Hughey to appoint Jim Hesse to the Dyer Industrial Board for a term to expire May 8, 2024. Motion carried with all ayes. Mayor Younger announced that the Finance, Administration, and Personnel Committee will meet on Friday at 7:00 PM. Department Reports Dyer Fire Chief Ryan Shanklin reported that the fire station still has a roof problem; there are at least 50 screws missing and the entire roof needs to be re-screwed. The estimate for the work is $1,325.00 for the older part of the roof. Shanklin says there is water coming out of light fixtures. The Board discussed it at length and will take up repairs in new business. Shanklin also said the service truck is currently out of service. He's having difficulty finding someone willing to repair it, but one mechanic said it needed a FICM and valve cover gasket; the main seal is leaking as well. Repairs could last a little while or a long while. $850 will put a band aid on it right now. The board asked what the truck was used for: Shanklin said it has ladders, extra equipment, etc. Mayor Younger said that Sgt. Paschall in the police department would look at local and federal surplus for an appropriate replacement. Chief Shanklin reminded the Board that the smoke alarm canvas would be held on Saturday and that a fish fry to benefit the antique fire truck was scheduled for March 30 at 5:00 PM. Asst. Police Chief Rodney Wilkins said that Nick Milan had been hired as a part-time patrolman; his schedule is opposite our existing part-time officer which will aid in scheduling. Public Works Supervisor Randy Gregory said that Austin Juhl had completed his 90 day probationary period; Gregory had included his letter recommending a $1.00 per hour increase. Motion made by Ray Carroll, seconded by Tom Mikkelsen to increase Juhl's compensation by $1.00 per hour. Motion carried with all ayes. The City Recorder reminded the board about tax relief for elderly and disabled homeowners and said that City Stickers were on sale. He also reminded the board about upcoming utility board training. Committee Reports The Finance, Administration, and Personnel Committee will meet Friday evening at 7:00 PM.  Page 12 The City Recorder reported back on previously discussed Issues including the light at the Park (Gibson Electric said It had been too wet to excavate the burled service, but they are working on It), and the railroad crossings at College and Maple Streets (the railroad Is looking at the crossings; they were last rebuilt 22 years ago). Unfinished Business Motion made by Ray Carroll, seconded by Tom MIkkelsen to pass on Its second and Final Reading Ordinance 2019- 253, An Ordinance to Amend Title 4, Chapter 2 of the Dyer Municipal Code Concerning Compensation. Motion carried with all ayes. New Business Motion made by Ray Carroll, seconded by Bob Moore to approve PO 8894 to Morris Nursery and Landscapes for $3,122.50 for Tree Grant expenses, a portion of which Is grant reimbursable. Motion made by Ray Carroll, seconded by Tom MIkkelsen to approve PO 8895 to Bruce Hayes Communications for $3,480.00 to replace the Police Department phone system which Is presently not functioning. The Board discussed replacing the phone system and decided to try a cheaper option. Second and motion were withdrawn. Motion made by Ray Carroll, seconded by Jennifer Hughey to approve up to $600.00 for labor to Install a new cordless phone system at the Police Department. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Cralg Blackburn to adopt Resolution 2019-305, A Resolution to Apply for a CDBG Grant. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Tom MIkkelsen to authorize up to $1,400.00 for repair and re-screwIng of the roof at the fire station. Motion carried with all ayes.
