The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, November 25, 2019, at 7:07
PM. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Bob Moore, Fred Ivie, Michael Barron,
Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was present.
Motion made by Ray Carroll, seconded by Jennifer Hughey to approve the minutes of the October 28, 2019 regular
meeting. Motion carried with Carroll, Moore, Ivie, and Hughey voting aye; Blackburn, Barron, and Mikkelsen
abstained.
Mayor's Report
Mayor Younger reminded members that open house is December 5 and the Christmas Parade is December 7. He'd
like to have board members attend both events. He also asked Board Members to submit their RSVP forms for the
City Christmas Party.
Younger reported that the stop light at Maple and Main had been repaired and that Christmas Decorations would
be in place shortly.
Younger said that there were a few things to finish at the Community Center. The flooring will be installed in the
next few weeks. Some electrical work, possibly relating to the grounding of plugs, will need to be done. Mayor
Younger hopes to have a ribbon cutting at the beginning of March, before which the existing gas heater will need
to be removed and a new unit installed. Another new unit may be included in next year's budget.
Department Reports
Alderman Bob Moore reported that the fire department had won an AED.
The City Recorder presented the October Financial Reports and reported on property tax collections.
Committee Reports
Mayor Younger asked the board for tentative approval for an Eagle Scout project at the David Robinson Recreation
Park; the project will include an information board including information about the arboretum. The City will also be
able to post information in the unit. A more complete proposal will be presented by the prospective Eagle Scout
soon. There were no objections from the Board.
New Business
Motion made by Fred Ivie, seconded by Jennifer Hughey to approve PO 9097 to American Development Corp for
$1,590.72 for water & wastewater chemicals.
Motion made by Ray Carroll, seconded by Tom Mikkelsen to adopt Resolution 2019-311, a resolution authorizing
the sale of real property. Motion carried with all ayes.
Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve PO 9202 for $920.00 to Privitt Services
for Installation of Lights, Etc in Capt Bailey's Vehicle. Motion carried with all ayes.
Motion made by Fred Ivie, seconded by Craig Blackburn to approve PO 9200 for $4,622.00 to Privitt Services to
Outfit Police Vehicle. Motion carried with all ayes.
Motion made by Craig Blackburn, seconded by Fred Ivie to approve PO 9201 for $4,682.00 to Privitt Services to
Outfit Police Vehicle. Motion carried with all ayes.
Motion made by Ray Carroll, seconded by Bob Moore to approve PO 9203 for $19,189.15 to Local Government
Corp for New Server & Software. Motion carried with all ayes.
Alderman Ray Carroll congratulated Joey Spellings and J&B Motors for being recognized by the Greater Gibson

County Area Chamber of Commerce as Business of the Year.
Mayor Younger expressed concern about multi-tenant rental properties improperly disposing of bulk waste. The
City Recorder will contact property owners to make them aware of the policies and the board may revisit the topic
in March.
Motion made by Jennifer Hughey, seconded by Craig Blackburn to pay the accounts. Motion carried with all ayes.
