Page 15 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, February 24, 2020, at 7:23 PM. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Bob Moore, Fred Ivie, Marty Graves, Michael Barron, Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was not present. Motion made by Jennifer Hughey,seconded by Bob Moore to approve the minutes of the February 10, 2020 regular meeting. Motion carried with all ayes. Mayor's Report Mayor Younger thanked the City Board and City Employees for their work on behalf of the citizens of Dyer. Department Reports The City Recorder presented the January 2020 financial report. Sales tax continues to perform ahead of estimates. Committee Reports Street, Maintenance, Water & Sewer Committee Chair Tom Mikkelsen reported that BR Supply will supply an HVAC unit for the Eagle Community Center for $2344.26 and will provide the additional needed unit free of cost. Motion made by Marty Graves, seconded by Fred Ivie to approve up to $2,500.00 for the purchase of the unit from BR Supply. Motion carried with all ayes. Unfinished Business Alderman Ivie asked if the light at the intersection of College and North Poplar could be repaired or should be replaced. After some discussion and a series of aborted motions, motion made by Fred Ivie, seconded by Craig Blackburn to install hanging four-way stop signs with solar powered red lights at the intersection of College and North Poplar. Motion carried with all ayes. New Business Motion made by Jennifer Hughey, seconded by Ray Carroll to approve PO 9241 to PRI for $8,500.00 for asphalt repair. A portion of this is adjacent to the recent construction at the First United Methodist Church; the church will be contacted to see if they wish to help offset the cost of this asphalt repair. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Fred Ivie to approve PO 9240 to Labtronx for $2,500.00 for Lab Equipment Calibration (Water & Wastewater). Alderman Bob Moore said he had received some complaints about the new stop signs at the intersection of East College and High Streets. The Board discussed the signs briefly. Mayor Younger addressed the radar speed sign recently deployed: The sign doesn't take photos and isn't a speed trap. It does collect information that may help the Police Department figure out where speeding is a problem. Mayor Younger also expressed his desire to see the City undertake a major program of sidewalk renovation and replacement. Alderman Bob Moore asked if some action could be taken about basketball goals in the roadway; it is dangerous for both children and drivers. Police Captain Knott Bailey said the police would address the problem. Motion made by Ray Carroll, seconded by Jennifer Hughey to waive permit fees for any construction or renovation undertaken as part of the THDA Home Grant program. Motion carried with all. Ayes.
