Page 19 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, March 9, 2020, at 7:19 PM. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Bob Moore, Fred Ivie, Michael Barron, Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was not present. Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve the minutes of the February 24, 2020 regular meeting. Motion carried with all ayes. Visitors John Wynn addressed the board discussing the need for activities for youth in Dyer. Mayor's Report Mayor Younger announced that leaf pickup would continue through the first week in April. Mayor Younger thanked the Boy Scouts for attending the meeting. Department Reports The City Recorder reported that he had been in communication with the State of Tennessee for technical assistance with paving. Water & Wastewater Superintendent Randy Gregory asked the board to approve the purchase of an Exmark lawnmower for the department. The mow6r is the grade above a residential unit and is a 52" inch cut, which will be useful in some of the tightspots around the plant. Motion made by Tom Mikkselen, seconded by Fred Ivie to approve up to $6,400.00 for the purchase of a lawnmower from First Choice in Dyersburg. Motion carried with all ayes. Committee Reports Fred Ivie asked if Dale Carroll could have someone verify that the HVAC unit at the concession stand is working properly. Carroll reported that some lights at the park are not functioning and that Gibson EMC would return when it was dry enough to get a truck in the fields. New Business Motion made by to approve a PO to G&C Supply for $5,500.00 for Fire Hydrants and Supplies. Mayor Younger said that would include two hydrants, and not the one at the bank. Motion carried with all ayes. Motion made by Jennifer Hughey, seconded by Ray Carroll to approve a PO to Langston Plumbing for $2,000.00 for New Sewer Pump and Installation at Ambulance Station. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Bob Moore to approve a PO to Bar Environmental for $2,925.00 for Screen Brushes at Wastewater Plant. Motion carried with all ayes. Motion made by Jennifer Hughey, seconded by Fred Ivie to approve a PO to Kazmier & Associates for $4,518.40 for Mission Control System for Water Wells. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Craig Blackburn to approve a PO to Higdon Electric for $3,200.00 for Installation of a Control System for Wells. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Jennifer Hughey to cancel the Target Solutions training program. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Jennifer Hughey to approve the Action Training system (online)for the Fire Department at a cost of $2,650.00 effective July 1, 2020. Motion carried with Carroll, Moore, Ivie, Barron, Mikkelsen, and Hughey voting eye; Craig Blackburn abstained.  Page 20 Motion made by Jennifer Hughey, seconded by Fred Ivie to recognize John Wynn for up to 5 minutes. Motion carried with ail ayes. Mr. Wynn asked if there are access ramps to churches. Mayor Younger said that he was unsure, but that the city wasn't responsible for such ramps. Motion made by Craig Blackburn, seconded by Fred Ivie to prepare to apply for TDOT Multi-Modal grant. Motion carried with all ayes. Motion made by Fred Ivie, seconded by Michael Barren to investigate installing LED lighting at the basketball courts. Motion carried with all ayes.
