The City of Dyer Board of Mayor and Alderpersons met in a special called meeting on March 26, 2020 at 7:00 PM.
This was an electronic meeting held under the provisions of Governor Bill Lee's Executive Order #16, in order to
conduct essential business necessary to protect the health, safety, and welfare of the citizens of Dyer. The agenda,
documents, and access information were posted prior to the meeting on the City of Dyer's website. All votes were
by roll call. Those present electronically were Mayor Chris Younger, Alderpersons Ray Carroll, Bob Moore, Fred
Ivie, Marty Graves, Michael Barron, Craig Blackburn, Tom Mikkelsen and Jennifer Hughey . The City Attorney was
not present.
The purpose of the meeting was:
1. Receive Notification of Emergency Declarations from Mayor Chris Younger
2. Receive Department Reports
3. Approve PO 9208 to USA Bluebook for $1,601.14 for an Air Release Valve
4. Approve PO 9317 to ADC for $1,596.89 for Water & Wastewater Chemicals
5. Adopt Resolution 2020-331 (Continuity of Operations During COVID-19 Outbreak)
Motion made by Ray Carroll, seconded by Bob Moore that this electronic meeting is necessary to conduct essential
business necessary to protect the health, safety, and welfare of the citizens of Dyer. Motion carried with all ayes.
Mayor Younger reviewed the two emergency declarations he has already issued. Executive Order 2020-001 was
discussed at the last regular committee meeting. Executive Order 2020-002 closed non-essential businesses for a
period of 7 days in order to prevent the spread of COVID-19.
The City Recorder reported that the bid for trash pickup might be delayed and that the current contractor is willing to
provide a month-to-month contract until the bid can be completed. The contract expires at the end of May, 2020.
Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve PO 9208 to USA Bluebook for $1,601.14 for
an air release valve for the water plant. Motion carried with ail ayes.
Motion made by Craig Blackburn, seconded by Michael Barron to approve PO 9317 to ADC for $1,596.89 for Water &
Wastewater Chemicals. Motion carried with all ayes.
Motion made by Jennifer Hughey, seconded by Bob Moore to adopt Resolution 2020-331, a Resolution to Provide for
the Continuity of Operations of the City of Dyer During the COVID-19 Outbreak. Motion carried with Hughey,
Mikkelsen, Blackburn, Barron, Moore, Ivie and Graves voting aye; Ray Carroll voted no.
With no other business properly before the board, motion made by Jennifer Hughey, seconded by Bob Moore that the
meeting be adjourned. Motion carried with all ayes.
