Page 27 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, April 13, 2020, at 7:00 PM.The meeting was held electronically under the provisions of Governor Bill Lee's Executive Order U16. Public access to the meeting was provided via the Zoom app or by telephone. The final meeting agenda and access information was posted the City of Dyer website on Thursday, April 9, 2020, and notice of the meeting with information on public access was posted on the doors of City Hall. Those present at roll call were Mayor Chris Younger, Alderpersons Craig Blackburn, Michael Barren, Ray Carroll, Bob Moore, Fred Ivie, and Marty Graves. All members were present electronically. The City Attorney was not present. Motion made by Ray Carroll, seconded by Fred Ivie that this electronic meeting is necessary to conduct essential business necessary to protect the health, safety, and welfare of the citizens of Dyer. Motion carried with all ayes. Motion made by Michael Barron, seconded by Fred Ivie to approve the minutes of the March 9, 2020 regular meeting. Motion carried with all ayes. Motion made by Michael Barron, seconded by Cralg Blackburn to approve the minutes of the March 26, 2020 special called meeting, which was held electronically. Motion carried with all ayes. Alderpersons Tom Mikkelsen and Jennifer Hughey joined the meeting by telephone at 7:11 PM. Mayor's Report Mayor Younger provided updates to the board concerning local executive orders 2020-003 and 2020-004 which provided that utility services would not be disconnected for non-payment and that in order to provide for continued operations in the event of infection, a portion of public works employees would be placed on standby, alternating each week for the foreseeable future. Department Reports The City Recorder reported that no purchase orders had been issued under the provisions of Resolution 2020-331 (Continuity of Operations). New Business Motion made by Ray Carroll, seconded by Bob Moore to approve plans and funding for the Tennessee Department of Transportation project on rail crossing improvements at Parkview and College Streets. The local match is approximately $5,350.00. Motion carried with all ayes. Alderman Bob Moore expressed concerns about some potholes and storm drains that are deteriorating on College Street and Main Street. He also asked about patching with asphalt and concrete on the east side of the fire station where utility work was done. Captain Shanklin said he would get measurements for those areas. Motion made by Fred Ivie, seconded by Craig Blackburn to pay the accounts. Motion carried with all ayes. Motion made by Michael Barron, seconded by Fred Ivie to adjourn. Motion carried with all ayes.
