Page 35 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, May 11, 2020, at 7:00 PM. The meeting was held electronically under the provisions of Governor Bill Lee's Executive Order #16. Public access to the meeting was provided via the Zoom app or by telephone. The final meeting agenda and access information was posted on the City of Dyer website on Friday, May 8, 2020, and notice of the meeting with information on public access was posted on the doors of City Hall. Those present at roll call were Mayor Chris Younger, Alderpersons Jennifer Hughey, Tom Mikkelsen, Craig Blackburn, Michael Barron, Ray Carroll, Bob Moore, and Fred Ivie. All members were present electronically. The City Attorney was not present. Motion made by Craig Blackburn, seconded by Fred Ivie that this electronic meeting is necessary to conduct essential business necessary to protect the health, safety, and welfare of the citizens of Dyer. Motion carried with all ayes. • y. , Motion made by Jennifer Hughey, seconded by Fred Ivie to approve the minutes of the April 27, 2020 regular meeting, which was held electronically. Motion carried with all ayes. Visitors Jill Karnes of 1074 South Main Street addressed the board electronically concerning maintenance of ditches, and also asked if the City could look at some possible damage to her yard when fire hydrants were flow tested. Mayor Younger said he would ask the water and wastewater superintendent to check on the damage to the yard. He also said that some ditches were maintained (trimmed) by the city because some contained water lines and the ditches couldn't be repaired to make them mowable by residents. Mayor's Report Mayor Younger notified the board of Executive Order 2020-006 and said that employees would return to their regular schedule on May 18. Alderman Ivie expressed some concern about PPE and safety regulations for employees as the virus is still present in our community. Mayor Younger said that budget meetings were coming up soon; he stressed that this coming budget will be "bare bones" due to the uncertain economic outlook; the budget can be amended later as conditions change. Department Reports The City Recorder reported that City Hall may be closed on May 26 while Local Government performs a software upgrade. New Business Motion made by Ray Carroll, seconded by Michael Barron to extend the Republic Services contract through August at the current rate. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Craig Blackburn to cancel the May 25, 2020 regular meeting due to the Memorial Day Holiday. Motion carried with all ayes. Motion made by Jennifer Hughey, seconded by Fred Ivie to approve PO 9338 to JR Stewart for $3,900.00 for Lift Station Reserve Pump (Little 45). Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Michael Barron to approve PO 9258 to American Development for $1,268.75 for Water & Wastewater Chemicals. Motion carried with all ayes. Motion made by Jennifer Hughey,seconded by Fred Ivie to adopt Resolution 2020-314, a Resolution to Provide for Delegation of Certain Powers and the Continuity of Operations During the COVID-19 Outbreak. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve PO 9340 to PRI for $4,250.00 for Additional Asphalt Repair (Garrett Outdoors Sewer Main Repair).
