The City of Dyer Board of Mayor and Alderpersons met In regular session, Monday,July 13, 2020, at 7:11 PM.
Those present were Mayor Chris Younger, Alderpersons Bob Moore, Fred Ivie, Marty Graves, Jennifer Hughey,
Craig Blackburn, Tom Mikkelsen, and Ray Carroll. Attorney Mark Johnson served as City Attorney.
Motion made by Fred Ivie, seconded by Jennifer Hughey to approve the minutes of the June 22, 2020 regular
meeting. Motion carried with all ayes.
Motion made by Craig Blackburn, seconded by Bob Moore to approve the minutes of the June 30, 2020 called
meeting. Motion carried with Moore, Graves, Hughey, Blackburn, Mikkelsen, and Carroll voting aye; Fred Ivie
abstained.
Mayor's Report
Mayor Younger reported that one bid had been received for asphalt repair. The bid was from PRI foL$63.00 per
square yard. Motion made by Ray Carroll, seconded by Jennifer Hughey accept the bid as compliant. Motion
carried with all ayes. Motion made by Craig Blackburn, seconded by Jennifer Hughey to award the asphalt repair
bid to PRI for $63.00 per square yard. Motion carried with all ayes.
Motion made by Craig Blackburn, seconded by Jennifer Hughey to accept Austin Juhl's resignation effective July 3,
2020. Motion carried with all ayes.
The Board recessed at 7:16 PM.The Board reconvened at 7:23 PM.
Department Reports
Motion made by Craig Blackburn, seconded by Jennifer Hughey to accept Colton Hill's resignation from the Fire
Department. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Jennifer Hughey to
accept Randy Hill's resignation as a fireman; Hill will remain on the department as a first responder. Motion carried
with all ayes.
Motion made by Ray Carroll, seconded by Marty Graves to hire and appoint Jayson Fernandez as a firefighter.
Motion carried with all ayes.
Unfinished Business
Motion made by Ray Carroll, seconded by Bob Moore to authorize up to $2,800.00 for Parker Electric to install the
HVAC units at the Eagle Community Center. Motion carried with all ayes.
New Business
Motion made by Ray Carroll, seconded by Tom Mikkelsen to approve PO A-5029 to Action Training Systems, Inc.
for $2,790.00 for Online Fire Training (Annual Contract). Motion carried with all ayes.
Motion made by Jennifer Hughey, seconded by Fred Ivie to adopt Resolution 2020-315, a Resolution Authorizing
up to $400,000.00 in Capital Outlay Notes for Paving Projects. The board discussed whether the roadway on North
and South Main Streets should be milled. Mayor Younger said the plan was to spot-level or "bush" the mainline
and that he had consulted with County Highway Department Supervisor Carl Stopenhagen; Mayor Younger
contacted Stopenhagen by telephone, and Stopenhagen confirmed that in his opinion spot-leveling would result in
a finished product that would be satisfactory to the City of Dyer and similar to milling. The board discussed
changing the note amounts. Second and motion withdrawn by Ivie and Hughey.
Motion made by Fred Ivie, seconded by Jennifer Hughey to adopt the amended Resolution 2020-315, a Resolution
Authorizing up to $480,000.00 in Capital Outlay Notes for Paving Projects. Motion carried with all ayes.
