Page 55 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, July 27, 2020, at 7:10 PM. Those present were Mayor Chris Younger, Alderpersons Bob Moore, Fred Ivie, Jennifer Hughey, Craig Blackburn, Tom Mikkelsen, and Michael Barron. The City Attorney was not present. Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve the minutes of the July 13th, 2020 regular meeting. Motion carried with all ayes, Visitors Kingsley Brock, the director for Gibson County Economic development, introduced himself to the city board and informed them of some of the work that he has been doing In the Dyer area for the last few years to help with the economic development of Dyer. Kingsley helped the Dyer Industrial Board in receiving a grant for $15,000 that allowed the Dyer Industrial Park to go through site testing to be certified as a Tennessee Select site. Department Reports Fire Chief Brandon Rudd asked that the board consider donating the old service truck to the Henderson County Dive Team. They recently donated 23 air packs to our department and donating our old service truck would be a nice way to repay them. Motion made by Craig Blackburn, seconded by Jennifer Hughey to donate old service truck to Henderson County. Motion carried with all ayes. Chief Rudd also asked that the board re-hire Ladarius Osier to the Fire Department. Osier was previously a member of the department but had to take time away due to work scheduling. His schedule has changed, and he would like to return. Motion made by Michael Barron, seconded by Craig Blackburn to rehire Ladarius Osier. Motion carried with all ayes. Street Department supervisor Dale Carroll asked that the board consider the purchase of a new zero turn mower. One of our current mowers has been giving us problems and Carroll feels that it might not make It through the rest of the mowing season. Mayor Younger asked Carroll to get pricing and options together to be discussed at a committee meeting, Committee Reports Mayor Younger confirmed with Dale Carroll that the light at the tennis courts had been fixed. The contacts were replaced and now they are working as they should. Mayor Younger asked that the City Recorder contact Attorney Mark Johnson and see If he would temporarily fill the role of City Attorney after the passing of Attorney Bill Barron. Younger said, "I haven't had a lot of time to think about and I think it's just too soon to really think about it right now. I know we need a City Attorney and I know we need them as soon as we can. I just think we need to take our time and make sure we get a good City Attorney." Unfinished Business Alderman Mikkelsen asked how the specs for the paving project were going to be written. Mayor Younger informed the board that the City Recorder would be meeting with someone on Tuesday to look at and walk the areas we are looking to pave before we go any further with the project to decide the best way to proceed. New Business Motion made by Jennifer Hughey, seconded by Fred Ivie to Approve PO A-5041 to Thompson Machinery for $1,400 for repair of A/C condenser on backhoe. Motion carried with all ayes. Mayor Younger announced a committee meeting on August 10'^ at 6 pm to discuss sidewalks and lawnmowers. Mayor Younger asked the board to consider requiring a refundable $200 deposit for use of the ballfields at the City Park. Mayor Younger Is concerned that in the past the groups that have used it have not always cleaned up after themselves the way they should and the $200 deposit would cover the cost of the street department having to spend extra time cleaning if such an issue occurred. Motion made by Tom Mikkelsen, seconded by Jennifer Hughey  Page 56 to charge a $200 refundable deposit for use of the ballfields at the City Park for tournaments. The deposit is returned upon confirmation that the areas used have been left clean and free of trash. Motion carried with a! ayes. Motion made by Craig Blackburn, seconded by Michael Barron to pay the accounts of July 27'^ 2020. Motion carried with all ayes. Motion made by Jennifer Hughey seconded by Michael Barron to adjourn.
