Page 67 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, September 14, 2020, at 7:02PM. Those present were Mayor Chris Younger, Alderpersons Bob Moore, Jennifer Hughey, Ray Carroll, Michael Barren, and Fred Ivie. The City Attorney was not present. Motion made by Jennifer Hughey, seconded by Fred Ivie to approve the minutes of the August 24, 2020 regular meeting. Motion carried with all ayes. Mayor's Report Mayor Younger reported that lawnmower bids had been received and opened. Bids were received from Williams Equipment and Supply {$11,318.68} and Hills Repair Shot ($12,000.00); the bid from Williams Equipment and Supply was received after the deadline to submit bids; also the engine horsepower did not meet the specification. Motion made by Fred Ivie, seconded by Ray Carroll to accept both bids. Motion carried with all ayes. Motion made by Michael Barron, seconded by Fred Ivie to award the bid to Hill for $12,000.00; the bid from Williams Equipment was found to be submitted late, and non-compliant with the specification. Motion carried with all ayes. Mayor Younger reported that Steven Tucker had resigned effective September 11, 2020. Motion made by Michael Barron, seconded by Fred Ivie to accept Tucker's resignation. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Bob Moore to extend seasonal employees automatic termination date to October 13, 2020. Motion carried with all ayes. Department Reports Dyer Police Chief Brad Lindsey reported that the department is working on revisions to its use of force policy based on Governor Lee's executive order. Aldermen Craig Blackburn and Tom Mikkelsen arrived at 7:07 PM. New Business Motion made by Ray Carroll, seconded by Jennifer Hughey to adopt Board Motion 2020-002 authorizing the hiring of an employee in the water & sewer department, making certain adjustments to compensation in the water & sewer department, and making certain adjustments to compensation for all full-time employees. Motion carried with all ayes. Motion made by Jennifer Hughey, seconded by Fred Ivie to adopt Resolution 2020-316, a Resolution to Approve Contract Award of 2019 CDBG: Sewer Improvement Projects to Suncoast Infrastructure, Inc. and authorizing the Mayor to sign contracts for completion of same. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve PO A-5085 to Rabow for $3,500.00 for replacement of suctions lines at the 45 Lift Station. Motion carried with all ayes. Motion made by Jennifer Hughey, seconded by Bob Moore to pay the accounts of September 14, 2020. Motion carried with ail ayes.
