Page 71 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday,September 28, 2020, at 7:14PM, Those present were Mayor Chris Younger, Alderpersons Jennifer Hughey, Tom Mikkelsen, Craig Blackburn, Michael Barron, Marty Graves, Fred Ivie, Bob Moore, and Raymond Carroll. The City Attorney was not present. Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve the minutes of the September 14, 2020 regular meeting. Motion carried with all ayes. Visitors Lee Barner addressed the board on behalf of the Gibson County Chapter of Vietnam Veterans of America about the possibility of renaming State Route 5(US 45) within the city limits in memory of Capt. William R. Black, who was killed in action on March 8,1969 during the Vietnam War. The City Recorder will contact TDOT for guidance on how to move forward with this request. Mayor's Report Mayor Younger informed that board that the City of Dyer had received a THDA HOME Grant and that it would be announced in local media on Tuesday. The grant is for $500,000.00. Mayor Younger thanked Emily Clark for her excellent work with the Farmers Market. The regular market season has now ended. Motion made by Ray Carroll, seconded by Michael Barron to authorize a flea market to be held on October 17, 2020; the flea market will allow goods for resale. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Michael Barron to allow a Christmas Market to be held in November. Motion carried with all ayes. Mayor Younger informed the board that paving would begin soon. The contractor is finishing work in Madison County and Dyer is the next project. Department Reports Motion made by Craig Blackburn, seconded by Jennifer Hughey to accept Brian Lewis's resignation from the Dyer Fire Department. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Tom Mikkelsen to authorize a class of up to 7 for first responder training provided that if they drop out before the class is completed, they must reimburse the city for the costs of the class; those that finish the class but don't pass the exam will have to pay for the class if they retake it. Motion carried with Huhgey, Mikkelsen, Blackburn, Carroll, Moore, and Barron voting aye; Marty Graves voted no. Motion made by Michael Barron, seconded by Fred Ivie to authorize the purchase of turnout gear at a cost of up to $5,500.00. Motion carried with all ayes. Motion made by Michael Barron, seconded by Fred Ivie to authorize the purchase of 6 sections of 2.5" hose at a cost of up to $1,176.00. Motion carried with all ayes. Motion made by Fred Ivie, seconded by Michael Barron to authorize the purchase of two 2.5" nozzles at a cost up to $1,100.00 total. Motion carried with all ayes. Motion made by Fred Ivie, seconded by Michael Barron to authorize the purchase of 3 handheld radios at a total cost of $600.00. Motion carried with all ayes. The City Recorder presented the August 2020 financial Reports. Unfinished Business Alderman Graves asked about the status of operations at Central Control. Captain Ryan Shanklin said that things have gotten worse,somewhat suddenly. Some calls are being dispatched on a delay and some calls for which Dyer should be paged aren't being dispatched at all. Shanklin said that Bryan Cathey has been contacted. The Fire Department is documenting instances where local service is impacted.  Page 72 New Business Motion made by Fred ivie, seconded by Michael Barron to approve PO A-5092 to Van Brocklin & Associates for $1,850.00 for Repair Parts for 45 Lift Station. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Tom Mikkelsen to cancel the 2020 Trunk or Treat. Motion carried with Carroll, Moore, Ivie, Graves, Hughey, and Mikkelsen voting aye; Michael Barron and Craig Blackburn voted no. Alderman Graves noted that Halloween, the holiday itself, is not being canceled; only the city sponsored trunk or treat. Alderman Blackburn asked what would happen if the City withheld payment from Central Control, given the ongoing problems. Mayor Younger said that the City would have to pay, regardless; that payment could not be withheld without proving negligence. Motion made by Michael Barron, seconded by Jennifer Hughey to pay the accounts of September 28, 2020. Motion carried with all ayes. Motion made by Jennifer Hughey, seconded by Fred Ivie to adjourn.
