The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, November 23, 2020, at 7:09
PM. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Tom Mikkelsen, Fred Ivie, Marty Graves,
Bob Moore, Jennifer Hughey, Michael Barren, and Cratg Blackburn. The City Attorney was not present.
Motion made by Ray Carroll, seconded by Jennifer Hughey to approve the minutes of the November 9, 2020
regular meeting. Motion carried with all ayes,
Mayor's Report
Motion made by Cralg Blackburn, seconded by Jennifer Hughey to accept Bob Moore's resignation as Assistant Fire
Chief. Alderman Graves confirmed with Moore that's what he really wants; Moore said that it's probably time.
Motion carried with Carroll, Mikkelsen, Ivie, Graves, Hughey, Barron, and Blackburn voting aye; Alderman Bob
Moore abstained.
Department Reports
Dyer Police Chief Brad Lindsey reported that radios needed to be reprogrammed due a software update. The cost
will be approximately $25 per radio, there are 15 radios, and an $80 service call. Chief Lindsey also asked for
approval to purchase and restock ammunition at a cost of $1,000,00, Motion made by Craig Blackburn, seconded
by Fred Ivie to approve up to $1,000.00 for the purchase of police ammunition. Motion carried with all ayes.
The City Recorder reminded members and the public about the Tennessee Property Tax Relief Program for elderly
and disabled homeowners.
The City Recorder reported that a crane may be needed to complete repairs at the wastewater Influent station at
the wastewater plant. Though the cost may likely be under $1,000.00, depending on the weight of the equipment
being moved, it may cost quite a bit more. Motion made by Jennifer Hughey, seconded by Marty Graves to
approve up to $2,500,00 for the rental of a crane for repairs at the wastewater treatment plant. Motion carried
with all ayes.
New Business
Motion made by Ray Carroll, seconded by Bob Moore to pass on its first reading Ordinance 2020-265, an
Ordinance to Amend Title 4 of the Municipal Code revising Vacation Policies. Motion carried with all ayes.
Motion made by Ray Carroll, seconded by Bob Moore approving Board Motion 2020-003 concerning employee
Christmas bonuses. Motion carried with all ayes.
Motion made by Marty Graves, seconded by Fred Ivie, authorizing the purchase of concrete at a cost not to exceed
$7,499.00 for sidewalks. Motion carried with all ayes.
Motion made by Ray Carroll, seconded by Jennifer Hughey to approve up to $10,000.00 in asphalt repair under the
contract with PRI. Motion carried with all ayes.
Motion made by Ray Carroll, seconded by Marty Graves to cancel the December 9 and December 23 regular
meetings. Motion carried with all ayes. It was discovered that these were the wrong dates. Subsequent correcting
motion made by Tom Mikkelsen, seconded by Fred Ivie to cancel the December 14 and December 28 regular
meetings^ motion carried with all ayes.
Mayor Younger announced that he Is vacating all committees except the Finance, Administration, and Personnel
Committee, pending reasslgnments in the 2021 calendar year.
