The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, January 11, 2021, at 7:07 PM.
Those present were Mayor Chris Younger, Alderpersons Bob Moore, Craig Blackburn, Michael Barren, Marty
Graves, Ray Carroll, Tom MIkkelsen, Jennifer Hughey, and Fred Ivie. The City Attorney was present, Immediately
prior to the meeting, the City Recorder administered oaths of office to Mayor Younger and Alderpersons Hughey,
MIkkelsen, Barren, and Blackburn.
Motion made by Craig Blackburn, seconded by Bob Moore to approve the minutes of the November 23, 2020
regular meeting. Motion carried with all ayes.
Mayor's Report
Mayor Younger asked the board to approve his appointment of Ray Carroll as Vice Mayor. Motion made by
Jennifer Hughey, seconded by Craig Blackburn to appoint Ray Carroll as Vice Mayor for a term to expire December
31, 2022. Motion carried with Hughey, Mikkelsen, Blackburn, Barron, Graves, Ivie, and Moore voting aye;'Ray
Carroll abstained.
The City Recorder administered the oath of office to Vice Mayor Raymond Carroll.
Mayor Younger reported that two bids had been received for Fire Department SBCAs: $29,550.00 from NAFECO
and $29,993.80 from Midsouth Emergency. Motion made by Craig Blackburn, seconded by Bob Moore to accept
both bids. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Jennifer Hughey to award
the bid to Midsouth Emergency for $29,993.80 based on the minimal difference in price and the recommendation
from the Fire Department. Motion carried with all ayes.
Mayor Younger introduced Jeffrey A. Smith, Esq who Mayor Younger has appointed as City Attorney. Mayor
Younger said Mr. Smith is a resident of Rutherford and will be a good asset to the Dyer team. Smith Is passionate
about the success of the north end of Gibson County.
Mayor Younger asked the board to appoint Ryan Shanklin as Assistant Chief of the Dyer Fire Department for a two
year term pursuant to the Dyer Municipal Code 20-212. Motion made by Craig Blackburn, seconded by Tom
Mikkelsen to appoint Shanklin Assistant Fire Chief for a two-year term. Motion carried with all ayes.
Department Reports
Dyer Fire Department Assistant Chief Ryan Shanklin reported that resignations had been received from Ladarius
Osier and Samuel Hill. Motion made by Tom Mikkelsen, seconded by Marty Graves to accept the resignations.
Motion carried with all ayes.
Chief Shanklin also asked the Board to appoint and hire Wheeler Richards, Daniel Cupples, and Carson King as
firefighters. Motion made by Ray Carroll, seconded by Jennifer Hughey to appoint and hire Wheeler Richards,
Daniel Cupples, and Carson King as firefighters. Motion carried with all ayes.
Chief Shanklin asked the board for permission to apply for another AFG grant to purchase 15 SCBAs. This will finish
replacing the SCBAs due to expire. If the grant Is awarded, the City's portion will be approximately $6,000.00 with a
total grant value of approximately $160,000.00. Motion made by Craig Blackburn, seconded by Jennifer Hughey
authorize applying for the AFG grant. Motion carried with all ayes.
Reporting for the Street Department, Mayor Younger commended the Street Department and the Water & Sewer
Department for their work on a water line that ruptured on South Main Street. The work took much of the day and
Involved some difficulty with other existing infrastructure. He also thanked the Dyer Police Department for their
help with traffic control during the repairs. Mayor Younger also explained the necessity of the boil water notice
issued after a main break on North Main Street.
The City Recorder provided training on Fair Housing and presented information on the Fair Housing Law. The City
Recorder also encouraged all present to continue spreading the word about tax relief.

Asked about the repairs at the influent station at the wastewater treatment plant, the City Recorder reported that
the repairs were not yet complete, but that he had contacted Gibson Electric Membership Corporation about the
use of their equipment to remove the pipe and to install a new pipe. They have consented and this will save the
cost of a crane approved at the November meeting.
Committee Reports
Mayor Younger reported that the service truck would be repaired by the insurance company.
Mayor Younger appointed Ray Carroll, Marty Graves, Bob Moore, Michael Barron, and Craig Blackburn to the
Finance, Administration, and Personnel Committee.
Motion made by Ray Carroll, seconded by Michael Barron to authorize the Mayor with consent of the Street
Department Supervisor to hire a regular part-time employee working no more than 30 hours per week. After some
discussion, the motion was rescinded. Motion made by Ray Carroll, seconded by Michael Barron to authorize the
Mayor with consent of the Street Department Supervisor to hire a regular part-time employee working no more
than 30 hours per week at $10 per hour. Motion carried with all ayes.
Unfinished Business
Motion made by Bob Moore,seconded by Marty Graves to pass on its second and final reading Ordinance 2020-
265, an Ordinance to Amend Title 4 of the Municipal Code revising Vacation Policies. Motion carried with all ayes.
New Business
Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve PO A-S131 to G&C Supply Co, Inc. for
$5,000.00 for Insert-A-Valve (Emergency Repair). Motion carried with all ayes.
Motion made by Jennifer Hughey, seconded by Fred Ivie to approve PO A-5135 to American Development for
$1,563.75 for Chemicals. Motion carried with all ayes.
Motion made by Fred Ivie, seconded by Jennifer Hughey to approve PO A-5150 to Parker Heating & Cooling for
$4,300.00 for City Garage HVAC (Emergency). Motion carried with all ayes.
Motion made by Jennifer Hughey, seconded by Fred Ivie to approve PO A-5145 to Gibson Farmers Coop for
$1,794.96 Concrete Saw Replacement (Emergency). Motion carried with all ayes.
Motion made by Ray Carroll, seconded by Michael Barron to approve PO A-5172 to Integrated, LLC for $3,001.00
to Replace Fire Dept Antenna at Central. Motion carried with all ayes.
Motion made by Michael Barron, seconded by Craig Blackburn to pay the accounts of January 11, 2021. Motion
carried with all ayes.
