The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday,June 28, 2021, at 7:01 PM.
Those present were Mayor Ray Carroll, Alderpersons Fred Ivie, Jennifer Hughey, Tom Mikkelsen, Marty Graves,
Michael Barron, and Bob Moore. The City Attorney was present.
Motion made by Jennifer Hughey, seconded by Tom Mikkelsen to approve the minutes of the May 24, 2021
regular meeting and the June 8, 2021 special called meeting. Motion carried with all ayes.
Visitors
Melissa Stafford and Brittney Thompson appeared on behalf the Dyer Station Celebration Committee, inviting the
City Board to attend all the events. They also asked the Board to approve the annual contribution to Dyer Station
Celebration. Motion made by Jennifer Hughey, seconded by Tom Mikkelsen to approve a $1,000.00 contribution to
Dyer Station Celebration. Motion carried with all ayes.
District Attorney General Frederick Agee addressed the Board, introducing himself, and encouraging members to
contact him with any questions they may have. He hopes to have another chance to address the Board in the
future.
Assistant District Attorney Mark Murdaugh introduced himself as the recently appointed special DUI prosecutor for
the district.
Jim Hesse of 241 Broad Street asked the Board to consider the water adjustment ordinance passed by the Board in
2017. He noted that the increases have been gradual over the last few years, but that the increase would be 5%
this year due to the pandemic (it was 0.1% last year).
Committee Reports
Mayor Carroll commended Jennifer Hughey and her team for their continued work on beautification efforts.
Alderman Barron asked Street Supervisor Dale Carroll if a flag might be placed on the Lenny Kimmons pole at the
Junior High School.
Unfinished Business
Motion made by Fred Ivie, seconded by Jennifer Hughey to pass on its second and final reading Ordinance 2021-
268, an Ordinance to Amend the 2020-2021 Annual Budget. Motion carried with all ayes.
Motion made by Fred Ivie, seconded by Jennifer Hughey to pass on its second and final reading Ordinance 2021-
267, an Ordinance to Adopt the 2021-2022 Annual Budget and to Levy Taxes. Motion carried with all ayes.
New Business
Motion made by Fred Ivie, seconded by Marty Graves to approve PO A-5306 to USA Bluebook for $2,500.00 for
Raw Water Meter for WTP. Motion carried with all ayes.
Motion made by Jennifer Hughey,seconded by Fried Ivie to approve PO A 5293 to USA Bluebook for $1,550.00 for
Charter Recorder for Chlorine Analyzer for WTP. Motion carried with all ayes.
Alderman Craig Blackburn arrived at 7:20 PM.
Motion made by Fred Ivie, seconded by Jennifer Hughey to approve PO A-5314 to Thompson Machinery for
$2,200.00 for Backhoe Repair (Hydraulic Line). Motion carried with all ayes.

Motion made by Tom MIkkelsen, seconded by Jennifer Hughey to approve utility account write-offs for audit
purposes effective June 30, 2021. Motion carried with all ayes.
Alderman Mikkelsen asked how dog complaints are handled.
Motion made by Marty Graves, seconded by Jennifer Hughey to pay the accounts of June 28, 2021. Motion carried
with all ayes,
