The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, July 26, 2021, at 7:02 PM.
Those present were Mayor Ray Carroll, Alderpersons Bob Moore,Jennifer Hughey, Tom Mikkelsen, Craig
Blackburn, Michael Barron, and Fred Ivie. The City Attorney was present.
Motion made by Craig Blackburn, seconded by Bob Moore to approve the minutes of the July 12, 2021 regular
meeting.
Mayor's Report
Mayor Carroll asked the Board to declare the seat on the board of aldermen he previously occupied vacant.
Motion made by Jennifer Hughey, seconded by Bob Moore to declare Carroll's former seat as an alderman vacant.
Motion carried/With all ayes..Mpyor Carroll said that notice of the vacancy would be posted and
applications/nominations for someone to fill the seat would be accepted through the end of August.
Mayor Carroll also expressed the sympathy of the City and the Board on the death of Mr. Randy Gregory's wife. He
thanked those present for their support of Randy and asked for continued support in his time of loss.
Department Reports
Dyer Fire Assistant Chief Ryan Shanklin asked the board to appoint Michael Shae Crocker, Mallory John, and Luke
Schweich as firefighters. Classes will begin August 14 for the fire academy. Shanklin also said that the Tennessee
General Assembly recently passed a law providing an continuing education supplement to firefighters who
complete annual training (similar to the supplements provided to police officers). He said that after the initial 5
year period, the compensation will be available only to those firefighters who have completed Firefighter 1
certification with the State Fire Commission. There will be no cost to the city, as the compensation is funded as a
pass-through from the state. Shanklin updated the Board on the radio upgrades; an antenna is backordered.
Motion made by Craig Blackburn, seconded by Jennifer Hughey to hire and appoint Michael Shae Crocker, Mallory
John, and Luke Schweich as firefighters. Motion carried with all ayes.
Assistant Police Chief Rodney Wilkins asked the Board for guidance on repair of a 2014 Tahoe. The consensus of
the Board was to take the vehicle to Jones Chevrolet for diagnostics and possible repair. Chief Wilkins also relayed
a request from Chief Lindsey about possibly bringing on another part-time officer. Mayor Carroll asked Wilkins and
Lindsey to bring some recommendations for possible part-time officers.
The City Recorder presented the June financial report. He also reported that the software upgrade did not go as
planned, and that it was rescheduled for August 20. Alderman Ivie asked that notice again be posted in the
newspaper if the officer would be closed.
Committee Reports
Alderman Barron relayed a request from a resident about whether the city would continue to mow or maintain a
portion of his ditch. Public Works Supervisor Dale Carroll said that yard maintenance, including ditches such as this,
are the resident or owner's to maintain. Mayor Carroll said he would speak with the resident.
New Business
Motion made by Tom Mikkelsen, seconded by Bob Moore to pass on its first reading ordinance 2021-269, an
ordinance to establish a charge for false emergency alarms which were not caused by a violent act of nature.
Motion carried with all ayes.
Motion made by Jennifer Hughey, seconded by Fred Ivie to approve PO A-5335 to King Construction Company for
$1,200.00 for Sand. Motion carried with all ayes.

Motion made by Craig Blackburn, seconded by Fred Ivie to approve PO A-5343 to M3 Fire Apparatus $1,003.84 for
Repair to Valves on Fire Truck. Motion carried with all ayes.
Motion made by Jennifer Hughey, seconded by Bob Moore to pay the accounts of July 26, 2021. Motion carried
with all ayes.
Motion made by Jennifer Hughey, seconded by Tom Mikkelsen to adjourn. Motion carried with all ayes.
