Page 67 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, September 13, 2021, at 7:04 PM.Those present were Mayor Ray Carroll, Alderpersons Michael Barron, Bob Moore, Fred Ivie, Marty Graves, Tom Mikkelsen, Jennifer Hughey, and Craig Blackburn. The City Attorney was present. Motion made by Bob Moore;seconded by Craig Blackburn to approve the minutes of the August 9,2021 regular meeting. Motion carried with all ayes. Visitors Ryan Shanklin of 291 Madison St addressed the board. He thanked Mayor Carroll, Alderperson Hughey, the City Recorder, the Public Works Supervisor, City Hall, the Police Department, Chief Rudd, the Fire Department and Public Works for their assistance with the Patriot Day festival, held to raise money for the Fire Department's Christmas toy program. He noted that many aldermen did not attend any of the all-day event, and encouraged them to become more active In community events. Dale Carroll also encouraged aldermen to be more attentive to community events. Mayor's Report Mayor Carroll reported that the Committee of the Whole had forwarded the nomination of Bett Jewell to fill the unexpired term on the Board of Aldermen. Motion made by Marty Graves, seconded by Jennifer Hughey to appoint Bett Jewell to the Board of Aldermen for an unexpired term to end on December 31, 2022. Motion carried with all ayes. The City Recorder administered the oath of office to Bett Jewell. Alderperson Jewell took her seat on the Board. Mayor Carroll announced that he had appointed Chris Starkey and Kelly Tucker to Planning Commission to replace Kenny Marvin and Melvin Hall, whose terms had expired. Mayor Carroll said he wants to involve people of all ages in municipal government. Mayor Carroll thanked everyone who participated in events over the previous weekend including the tailgate for Gibson County's homecoming and the Patriot Day Festival. Mayor Carroll acknowledged the recent death of Gibson County Sheriffs Deputy Josh Hayes.^ Department Reports Fire Chief Brandon Rudd reported that four firefighters have resigned due to work commitments or school. These include Camran Younger, Dylan Moellman, Shae Crocker and MalloryJohnson. Motion made by Jennfier Hughey, seconded by Fred Ivie to accept the resignations. Motion carried with all ayes. Chief Rudd asked that Timothy Hill and Byron Morris be appointed firefighters. Hill will have to complete the 64 hour class; Morris is already trained. Motion made by Jennifer Hughey, seconded by Bob Moore to hire and appoint Hill and Morris as firefighters. Motion carried with all ayes. Assistant Fire Chief Ryan Shanklin asked the Board for permission to begin the procurement process for the equipment fund3ed under the recently award AFG Grant. The grant includes funding for 18 air packs an 16 full sets of turnout gear. Motion made by Craig Blackburn, seconded by Fred Ivie to solicit bids for the equipment funded under the fire grant. Motion carried with all ayes. The City Recorder reported that the software upgrade at City Hall is almost complete. He believes property tax notices will be coming in the next several weeks. He encouraged those present to begin spreading the word about Tax Relief.  Page 68 Water & Wastewater Superintendent Randy Gregory reported that the East College lift station motor has a bearing going down. The estimate to repair will be up to $2,500.00. Motion made by Marty Graves, seconded by Jennifer Hughey to approve up to $2,500.00 for repair of the lift station on East College Street. Motion carried with all ayes. Gregory asked the board to approve a gate opener for the wastewater treatment plant at a cost of approximately $1,500.00. Board members wanted to make certain there were enough remote openers and possibly a keypad. Motion made by Jennifer Hughey, seconded by Tom Mikkelsen to approve up to $1,950.00 for a gate opener at the wastewater treatment plant. Motion carried with all ayes. Gregory also asked the board to approve the purchase of a 2 inch trash pump. The City has a 3 inch pump, but it's too large and unwieldy for many applications. A trash pump is used to pump water from holes during water repairs and is capable of pumping water that may have debris (trash) in it. Motion made by Craig Blackburn, seconded by Fred Ivie to approve up to $1,200.00 for the purchase of a 2 inch trash pump. Motion carried with ail ayes. New Business Motion made by Tom Mikkelsen, seconded by Jennifer Hughey to approve up to $1,500.00 for the purchase of a replacement drive-through intercom for City Hall. Motion carried with all ayes. Motion made by Fred Ivie, seconded by Jennifer Hughey to pass on its first reading Ordinance 2021-270, an Ordinance to Rezone Certain Property on South Main Street from R-1(Low Density Residential) to B-1 (Commercial). Motion carried with all ayes. Mayor Carroll said there would be a public hearing on the rezoning request and a caledl Board meeting to consider the ordinance on second consideration on Thursday, September 23 at 6:00 PM. Motion made by Jennifer Hughey, seconded by Fred Ivie to pay the accounts of September 13, 2021. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Fred Ivie to adjourn.
