Page 79 The City of Dyer Board of Mayor and Alderpersons met In regular session, Monday, October 11, 2021, at 7:02 PM. Those present were Mayor Ray Carroll, Alderpersons Bob Moore, Craig Blackburn, Marty Graves, Tom Mikkelsen, Jennifer Hughey, Bett Jewell, Fred Ivie, and Michael Barron. The City Attorney was present. Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve the minutes of the September 27, 2021 regular meeting. Motion carried with all ayes. Visitors Mayor Carroll recognized Amy Parker who will be covering meetings for the Tri-City Reporter. Mayor's Report Mayor Carroll reported that Dale Sowell can seal the basketball court for $500. Mayor Carroll said he had met with Art Berry of Broad Street and asked the Board to hire Berry as a part time parks and maintenance employee. Motion made by Fred Ivie, seconded by Jennifer Hughey to hire Art Berry as a part- time parks and maintenance employee. Motion carried with all ayes. Department Reports Assistant Fire Chief Ryan Shanklin reported three resignations from the Fire Department. Motion made by Craig Blackburn, seconded by Fred Ivie to accept the resignations of Thomas O'Daniel, Parker Crandall, and Preston Hughes. Motion carried with all ayes. Shanklin said that the Fire Department would like to hire Shelby Thompson. Thompson previously left the department due to conflicting work schedules. Motion made by Marty Graves, seconded by Jennifer Hughey to hire and appoint Shelby Thompson as a firefighter. Motion carried with all ayes. The City Recorder reported that property tax files had been loaded and that notices would be sent out in the coming weeks. He also urged those present to spread the word about tax relief. Committee Reports Alderman Fred Ivie asked for an update on the fire radio project. There has been some delay in implementation due to contractor illness. Unfinished Business Alderman Tom Mikkelsen asked when code enforcement could be ramped up; there are several areas that need attention. Mayor Carroll said that Sgt. Paschall will soon be back to work after being off for a medical procedure. Alderman Bob Moore asked about the bulk pickup; the City Recorder reported that he's been in contact with Republic Services, but that due to staffing and equipment shortages, they didn't have a projected start date. New Business Motion made by Fred Ivie, seconded by Jennifer Hughey to approve PO A-5399 to Gibson Farmer's Co-Op for $1,180.00 for a culvert at the park. Motion carried with all ayes. Motion made by Fred Ivie, seconded by Jennifer Hughey to approve PO A-S304 to Idexx for $1,250.00 for Lab Supplies & Reagents for Wastewater Plant. Motion carried with all ayes.  Page 80 Motion made by Bob Moore, seconded by Jennifer Hughey to approve up to $126,000.00 for the purchase of 18 SCBAs for the Fire Department from SAFE Industries through the HGAC cooperative purchasing agreement. The AFG Grant will fund 95% of this purchase. Motion carried with all ayes. Motion made by Jennifer Hughey, seconded by Craig Blackburn to pay the accounts. Motion carried with all ayes.
