Page 83 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, October 25, 2021, at 7:01 PM. Those present were Mayor Ray Carroll, Alderpersons Fred Ivie, Tom Mikkelsen, Marty Graves, Bob Moore, Bett Jewell, Jennifer Hughey, and Craig Blackburn. The City Attorney was present. Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve the minutes of the October 11, 2021 regular meeting. Motion carried with all ayes. Visitors Mayor Carroll recognized Steve Black who is covering this meeting for the Tri-City Reporter Mike Roberson of Parkview Drive addressed the board concerning some recent sewer problem at his home and the city's response to those problems. Roberson thanked the public works department for helping clear a potential blockage on his line, but expressed concern that he had received mixed messages about what his responsibility in a potential repair might be. Roberson said some conversations were heated, and he apologized for his part in any of those heated conversations. Mayor Carroll acknowledged Roberson's concerns and said there had been some miscommunication. Mayor Carroll committed to being more mindful of how situations like this are dealt with in the future. Mayor's Report Mayor Carroll reminded those present that the Trunk or Treat would be held on Saturday beginning at 6:00 PM. He said set up and prep would begin around 4:30 PM and asked everyone who wish to assist to be there at that time. Mayor Carroll reported that the recently hired part-time parks and maintenance employee had been working at the park and other areas. His work is already noticeable Mayor Carroll said that City Hall would be closed from approximately 1:00 PM until 3:00 PM for a funeral on Tuesday. Mayor Carroll read a letter from Patrolman Steve Webb tendering his resignation from the Dyer Police Department effective November 5, 2021. Carroll said Webb would complete any of his work with recent cases. Motion made by Marty Graves,seconded by Fred Ivie to accept Webb's resignation. Motion carried with all ayes. Department Reports Dyer Fire Chief Brandon Rudd said that Christian Poore has decided to resign from the department due to other commitments, but hopes to return in the future. Motion made by Jennifer Hughey, seconded by Fred Ivie to accept Poore's resignation. Motion carried with all ayes. Dyer Police Chief Brad Lindsey reported that the department would soon be measured for new vests; he reminded the Board that half the cost of vests is covered by the United States Department of Justice. Street Department Supervisor Dale Carroll asked the board to solicit bids for a new utility truck. Motion made by Bob Moore,seconded by Tom Mikkelsen to solicit bids for a % or 1 ton new or used truck (with fewer than 50,000 miles) with a utility bed. Motion carried with all ayes. The City Recorder reported that property tax notices had been delayed, but should be mailed within the coming weeks. He also asked those present to continue spreading the word about tax relief. Unfinished Business Motion made by Jennifer Hughey,seconded by Fred Ivie to approve PO A-5417 to Walmart for $2,090.62 for Trunk or Treat Candy(10/22 E-911 & 10/30 Front St). Motion carried with all ayes. Motion made by Fred Ivie, seconded by Bob Moore to approve PO A-5413 to Hawkins, Inc. for $1,345.78 for Water Page 84 & Wastewater Chemicals. Motion carried with all ayes. Motion made by Bob More, seconded by Jennifer Hughey to adopt Resolution 2021-319, A Resolution Authorizing the Naming of Streets for Memorializing individuals who Served the Nation or Community. Mayor Carroll explained the purpose of the resolution. Motion carried with ail ayes. Motion made by Fred Ivie, seconded by Marty Graves to approve PO A-5418 to USA Biuebook for $1,450.00 for Backwash Valve for Water Treatment Riant. Motion carried with ail ayes. Motion made by Bob Moore,seconded by Jennifer Hughey to approve up to $6,950.40 to Area Wide Communication for Moving Antenna an Radio for Fire Department. This Is a portion of money previously approved to Privitt Communications. Motion carried with ail ayes. New Business Motion made by Jennifer Hughey, seconded by Bob Moore to pay the accounts.
