The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, November 22, 2021, at 7:02
PM.Those present were Mayor Ray Carroll, Alderpersons Jennifer Hughey, Bob Moore, Marty Graves, Tom
Mikkelsen, Michael Barron, and Fred Ivie. The City Attorney was present.
Motion made by Jennifer Hughey, seconded by Fred ivie to approve the minutes of the November 8, 2021 regular
meeting. Motion carried with ail ayes.
Mayor's Report
Mayor Carroll reminded the board and those present about the upcoming Christmas Open House, Christmas
Parade, and the Christmas Party. ,
Alderperson Bett Jewell arrived at 7:03 PM.
Mayor Carroll asked the board consider Christmas bonuses for full-time and part-time employees. The budget
includes $250 for full-time and $150 for part-time. Carroll asked Chief Rudd to speak to participation requirements
for fire bonuses. Chief Rudd said that their recommendation was a 30% participation rate to be eligible. Motion
made by Jennifer Hughey, seconded by Bob Moore to award the budgeted bonus amounts to full and partrtime
employees with a requirement that firefighters have met the 30% requirementr Motjon carried with all ayes.

Assistant Fire Chief Ryan Shanklin asked the board to authorize applying for an AFG fire grant: if the full amount is
awarded,the city's portion will be $28,413.26; probably in the 2023-2024 fiscal year. This grant application
includes communications equipment as well as a new engine. Motion made by Tom Mikkelsen, seconded by
Jennifer Hughey to authorize application for an AFG fire grant. Motion carried with ail ayes.
Motion made by Bob Moore,seconded by Tom Mikkelsen to approve $6,888.20 to Area Wide Communications for
additional improvements to the new fire radio tower site as well as new digital radios for the department. Motion
carried with all ayes.
Mayor Carroll recognized Assistant Police Chief Wiikins for his 20 years with the Dyer Police Department.
The City Recorder reminded members about the Tax Relief Program. He also recapped the various funds from the
American Rescue Plan the city will and may receive.
Water & Wastewater Superintendent Randy Gregory asked the board to approve money for new tires for a sewer
department vehicle. Motion made by Fred Ivie, seconded by Tom Mikkelsen to approve $1,079.00 for new tires.
Motion carried with all ayes.
Committee Reports
Assistant Chief Wiikins said that upgrades to cameras at the David Robinson Recreation Park would best be
accomplished by installing some sort of Wifi system. The City Recorder said he had been in touch with Gibson
Connect about getting service at the park and would return with information likely after the new year.
New Business
Motion made Fred Ivie, seconded by Jennifer Hughey to approve up to $2,116.00 to Purchase 2 Vests from GT
Distributors, Inc. for the Police Department. The Department of Justice will reimburse a portion of each vest
purchase. Motion carried with all ayes.
Motion made by Tom Mikkelsen, seconded by Bob Moore to approve up to $5,800.00 to Area Wide
Communications for Police Radios. Motion carried with all ayes.

Motion made by Bob Moore,seconded by Fred Ivie to approve up to $2,400.00 to Tennessee Fire Equipment &
Safety Supplies for 2.5" Hose. Motion carried with all ayes.
Motion made by Fred Ivie, seconded by Jennifer Hughey to approve up to $3,500.00 to Luke's Diesel Repair for
Rescue Truck Repairs. Chief Rudd said the mechanic said the injectors are going bad and that he recommended
replacing them all; this will also replace fuel filters and oil filters. Motion carried with all ayes.
Motion made by Fred Ivie, seconded by Marty Graves to approve PO A-5444 to Hawkins for $1,253.65 for Water &
Wastewater Chemicals. Motion carried with all ayes.
Motion made by Fred Ivie, seconded by Bob Moore to approve up to $1,500.00 to Area Wide Communications for
warning and safety lights for the new street department truck. Motion carried with all ayes.
Motion made by Fred Ivie, seconded by Michael Barron to pay the accounts. Motion carried with all ayes.
