Page 15 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, February 13, 2023 at 7:03 PM. Those present were Mayor Chris Younger, Alderpersons Michael Barron, Tom Mikkelsen, Craig Blackburn, Jennifer Hughey, Bob Moore, Bett Jewell, Mike Needham, and Marty Graves. The City Attorney was present. Motion made by Jennifer Hughey, seconded by Mike Needham to approve the minutes of the January 23, 2023 regular meeting. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Jennifer Hughey t o approve the minutes of the February 2, 2023 Special Called Meeting. Motion carried with Barron, Mikkelsen, Blackburn, Hughey, Jewell, Needham, and Graves voting aye; Bob Moore abstained. Requests to Address the Board Kay McEwen of 162 Scattered Acres Loop addressed the board concerning the possibility of re-installing speed bumps in her neighborhood. She spoke against the installation of speedbumps. McEwen also presented a petition signed by 29 residents representing 19 houses in her neighborhood. The City Recorder read a letter from Carlitta Pierce, also from Scattered Acres supporting the installation of speed bumps. Mayor Younger said that when he was contacted about possible speed bumps, he asked the police department to gather information on traffic patterns in the area. Sgt. Paschall explained that officers spent approximately 22 hours on traffic enforcement between January 27 and February 12. They observed 140 vehicles; issued 1 citation. Speeds ranged from 14 mph t o 30 mph (for which the citation as issued). Sgt. Paschall said it doesn't appear there is a widespread speeding issue in the area. Dale King and Tammie Wade also spoke against the installation of speed bumps. Mayor's Report Mayor Younger reported that the Fire Department had received more than $149,000 in AFG Fire grants, as well as a state fire grant for $15,000.00. Younger encouraged everyone to attend the Chili Supper at the fire department on March 4. There will also be bingo that night. He said the patriot day group is trying t o schedule one event per month. Mayor Younger said that the park grant application is being submitted. The walking track portion has been removed from this application since it makes more sense to use the RTP (trails project) t o fund trail improvements since the reimbursement rate is higher. Park Committee Chair Bett Jewell emphasized that this is just the first phase of the project, and that some things had to be trimmed. The master plan calls for the possibility of several substantial improvements in the next several years. All improvements will be ADA compliant going forward. Mayor Younger said that Jessica Rudd is doing a great job on the Ball League, and has received many offers of help. They have several teams this year and are working with neighboring cities and leagues t o complete a nice schedule. Department Reports Dyer Fire Chief Brandon Rudd said the first responder Tahoe should be here on February 22. Street Supervisor Dale Carroll said that the city would stop using the leaf machine at the end of March. The City Recorder encouraged those present to continue t o spread the word about property tax relief. Water & Wastewater Superintendent Randy Gregory had several items, including: • Well #6 is losing capacity. It's gone from 650 gpm to right at 450 gpm. Gregory feels like it's most likely a  Page 16 screen problem. He proposed bidding the screen cleaning; estimated cost is $18,000.00. Motion made by Tom Mikkelsen, seconded by Marty Graves to solicit bids for screen cleaning. Motion carried with all ayes. • The inlet valves on the filters at the water treatment plant close to keep water from going on top of the filter. The filters seem to be old and worn down and are allowing water to come in past the valve to keep just enough water on top of the filter to make the rate of flow control valves open and close. Eventually, this will wear down those valves, which cost about $8,000 each. The contractor is getting pricing for repair. Motion made by Michael Barron, seconded by Tom Mikkelsen to authorize up to $7,499.00 to repair the inlet valves. Motion carried with all ayes. • While the contractor is here for those repairs, the industrial park booster station has a similar problem with aging valves that have to be manually opened and closed. Water is wasted if the tank overflows. It's possible the contractor can repair this deficiency for the money approved above. Committee Reports We are still trying to get enough chairs for the Eagle Community center. All the tables have been purchased. The appliances are in. Mayor Younger proposed a meeting prior to February 27 board meeting to consider what might be done for the outside of the building. Parks Committee Chair Bett Jewell said some cleanup has been done at the park, including limbs and some drainage issues. New Business Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve up to $6,600.00 to MES for AttackPRO and FirePro X Thermal Cameras for Fire Department. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Tom Mikkelsen to approve up to $19,538.00 to MES for Firehose (Under Sourcewell RFP 040220, New AFG Fire Grant). Motion carried with all ayes. Motion made by Bob Moore, seconded by Craig Blackburn to approve up to $33,326.25 t o Area Wide Communications for Fire Department Radios (State Contract SWC423, New AFG Grant). Motion carried with all ayes. Motion made by Jennifer Hughey, seconded by Tom Mikkelsen to approve up to $16,000.00 to MES for Extractor & Dryer for Fire Department (Sate Fire Grant, AFG Grant, Sourcewell RFP 032620). Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve up to $42,100.00 to Rescuel for Extrication Tools (HGAC Contract EE08-19, New AFG Grant). Motion carried with all ayes. Motion made by Tom Mikkelsen, seconded by Jennifer Hughey to approve the sale of the approximately 1,100 square foot parcel on East Maple to Parham LLC for $2,500.00 with the city preparing the deed.
