Page 19 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, February 27, 2023 at 7:03 PM. Those present were Mayor Chris Younger, Alderpersons Mike Needham, Bob Moore, Marty Graves, Tom Mikkelsen, Craig Blackburn, Jennifer Hughey, and Bett Jewell. The City Attorney was present. Motion made by Marty Graves, seconded by Bob Moore to approve the minutes of the February 13, 2023 regular meeting. Motion carried with all ayes. Mayor's Report Mayor Younger explained that going forward, individuals will need to be put on the agenda by Friday in order to address the board, except in emergencies. Many times, concerns can be taken care of before it gets here, but in the even it cannot, it will be brought to the board. Mayor Younger reminded those present of the Chili Supper to be held on Saturday, March 4, at the Robert W. Moore Fire Station. Those attending can also play bingo for fun if they wish. Mayor Younger extended sympathy to the family and friends of Scott Deaver. Department Reports Dyer Fire Chief Brandon Rudd asked the board to hire and appoint Cole Garrison as a firefighter. Motion made by Craig Blackburn, seconded by Jennifer Hughey to hire and appoint Cole Garrison as a firefighter. Motion carried with all ayes. Street Supervisor Dale Carroll said there's a ditch, located on the box factory property, that the city cleaned out in order to improve drainage at the park. Carroll also said that the last day for the leaf machine would be March 31. The City Recorder reminded those present to keep putting out the word about tax relief. Bob Moore asked about the fire hydrant at the bank. Committee Reports Given the fact that possibly not everyone has been notified, the new dispatch protocols for rural fire calls will not be implemented until April 1. Buildings and Sidewalk Committee Chair Tom Mikkelsen will be talking with Dale Carroll about sidewalks. New Business Motion made by Marty Graves, seconded by Craig Blackburn to approve PO A-5927 to the Outhouse for $4,850.00 for WW Pumping During Repairs at South Main Lift Station. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Jennifer Hughey to declare two defective radar units surplus and to donate them to the Town of Gibson. Motion carried with all ayes. Motion made by Marty Graves, seconded by Mike Needham to declare surplus the scrapped fence from the fire department and t o sell it to Richard Davis. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve up to $11,034.32 to MES for Turnout Gear (originally approved $10,240.00 on 10/24/22 AFG Grant). Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Bob Moore to approve PO A-5954 to Trenton Auto Repair for $1,500.00 for Repair t o Police Vehicle (Pump). Motion carried with all ayes. Motion made by Marty Graves, seconded by Craig Blackburn to develop a proposal for dirt work at the park in preparation to bid the project. Motion carried with all ayes.  Page 20 Alderperson Bett Jewell asked Dale Carroll to check on some drainage at the end of Parkview Drive where water coming from where the water tank is located seems to be entering a residents driveway and causing some problems. Carroll said he would look at it. Motion made by Marty Graves, seconded by Tom Mikkelsen to pay the accounts. Motion carried with all ayes.
