Page 27 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, March 27, 2023 at 7:02 PM. Those present were Mayor Chris Younger, Alderpersons Bob Moore, Mike Needham, Jennifer Hughey, Michael Barron, Tom Mikkelsen, Craig Blackburn, and Bett Jewell. The City Attorney was present. Motion made by Jennifer Hughey, seconded by Mike Needham to approve the minutes of the March 13, 2023 regular meeting. Motion carried with Moore, Needham, Hughey, Barron, Mikkelsen, and Blackburn voting aye; Bett Jewell abstained. Requests to Address the Board Without objection, Mayor Younger permitted Susan Barker of 857 South Main Street to address the Board. Barker is concerned about the excessive flow of water in her area since the construction of the Family Dollar next door. The last two rain events have led to water overflowing the street and into her driveway and that of her neighbor. Dale Carroll, street supervisor, said he believes the drain on the north side of the Family Dollar property is too small for the amount of water and that it's becoming blocked. Carroll will check on what may be done and make certain the drain is clear; the City Recorder may contact the City's engineer for their opinion. Mayor's Report The City Received two bids for P25 Pagers and two bids for P25 amplified pager chargers. One of the bids for chargers was withdrawn. Bidders were Area Wide Communications and Leavitt Communications; bid amounts were identical. Motion made by Michal Barron, seconded by Craig Blackburn to award the P25 Pager and the charger bid to Area Wide Communications for $11,970.00 and $3,118.50, respectively. Motion carried with all ayes. Mayor Younger said he'd like to take applications for a part-time migrating to full-time utility department employee. Motion made by Bob Moore, seconded by Craig Blackburn. Motion carried with all ayes. Department Reports Chief Lindsey reported that the Police Department was awarded the Tennessee Highway Safety Office grant this year; the money will be used to purchase radar units and an additional computer. Mayor Younger noted that Chief Lindsey was selected as "Best of the Best" law enforcement office in the Tri-City Reporter. Mayor Younger said that a larger trailer will be needed to haul the mini-excavator. Dale is looking into pricing. Committee Reports Mayor Younger discussed the upcoming budget process. Motion made by Craig Blackburn, seconded by Bob Moore to hire and appoint Jessica Rudd as a firefighter, noting that she is being hired under the exception in the nepotism ordinance due to there being no other qualified applicants. Motion carried with Moore, Needham, Hughey, Barron, Blackburn, and Jewell voting aye; Tom Mikkelsen voted no. Street Supervisor Dale Carroll said that he is still waiting on Greg Hinson ("Eyeball") to return with pricing for siding improvement at the Eagle Community Center. Mayor Younger said that he will shortly schedule a committee meeting to discuss some sidewalk repairs. New Business The City solicited firms for engineering and grant administration for the upcoming CDBG Grant Cycle. Motion made by Tom Mikkelsen, seconded by Michael Barron to select A2H Engineers and Architects for engineering and SIC Project Management for grant administration. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve PO A-6008 t o Hawkins, Inc. for $1,213.35 for Water & Wastewater Chemicals. Motion carried with all ayes. Page 28 Motion made by Michael Barron, seconded by Craig Blackburn to approve PO A-6015 to Top's Business Systems for $1,482.44 for Water Bills & AP Checks. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve PO A-6011 to Jones Sales Company for $1,260.00 for Polymer for Wastewater Plant. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Tom Mikkelsen to pay the accounts. Motion carried with all ayes. Motion made by Michael Barron, seconded by Mike Needham to adjourn.
