Page 31 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, April 10, 2023 at 7:03 PM. Those present were Mayor Chris Younger, Alderpersons Michael Barron, Craig Blackburn, Jennifer Hughey, Bob Moore, Bett Jewell, Mike Needham, and Marty Graves. The City Attorney was not present. Motion made by Marty Graves, seconded by Bob Moore to approve the minutes of the March 27, 2023 regular meeting. Motion carried with all ayes. Mayor’s Report The City received one bid for the cleaning of well #6 from Wilson Well for $17,750.00. Motion made by Michael Barron, seconded by Jennifer Hughey to award the well cleaning bid to Wilson Well for $17,750.00. Motion carried with all ayes. Department Reports The City Recorder explained that for some time, a local ag producer has used the City’s biosolids as fertilizer in their operation. The ag producer has asked the City to pay for the spreading. Mayor Younger reminded the board that disposing of biosolids in this manner saves as much as $40,000.00 per year (the alternative is to pay for the biosolids to be hauled to a landfill); the cost of spreading the biosolids is estimated to be less than $4,500.00 per year. Motion made by Michael Barron, seconded by Craig Blackburn to pay for spreading the biosolids. Motion carried with all ayes. The City Recorder reported that the City had received the State Volunteer Firefighter Equipment and Training Grant payment. Committee Reports Park Committee Chair Bett Jewell asked for a committee meeting to be scheduled. She also asked about some downed trees behind the junior high school. Mayor Younger said that he was unsure the public works crew can handle that, but will look into other options. Unfinished Business Alderman Blackburn asked about the status of the fire hydrant at the corner of Maple Street and Main Street. Mayor Younger said the concrete would have to be cut and it might be involved. He asked Assistant Fire Chief Ryan Shanklin, and Aldermen Moore and Graves to get together and see which hydrants are capped, which need to be replaced. Mayor Younger asked Assistant Water Operator Tracy Cole to see what can be turned off downtown. New Business Motion made by Michal Barron, seconded by Mike Needham to approve trading in the John Deere diesel mower and purchasing a Bobcat mower from J&B Motors for $4,000.00 (net). Motion carried with all ayes. Motion made by Michael Barron, seconded by Jennifer Hughey to purchase a 52” cut Bobcat mower to be placed and used at the Robert W. Moore Fire Station from J&B Motors for $4,700.00. Motion carried with all ayes. Motion made by Michael Barron, seconded by Marty Graves to declare the two John Deere mowers at the Fire Department surplus and to sell them on GovDeals. Motion carried with all ayes. Motion made by Michael Barron, seconded by Marty Graves to approve up to $5,500.00 to Poynor Concrete to repair the sidewalk and steps at the corner of East College and Front Street. Motion carried with all ayes. Motion made by Michael Barron, seconded by Craig Blackburn to approve up to $700.00 to Poynor Concrete to pour a new sidewalk to the gazebo at the Georgia Mcllwain Ellis Mini-Park. Motion carried with all ayes. to PRI for paving Motion made by Marty Graves, seconded by Jennifer Hughey to approve an additional $2,876.74 repairs completed on the most recent project. An Motion made by Craig Blackburn, seconded by Bob Moore to pass on its first reading Ordinance 2023-276, removal of garbage carts Ordinance to Amend Title 17 of the Dyer Municipal Code as it relates to requiring the ayes. from streets, sidewalks, and rights of way after they have been emptied.
