The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, April 24, 2023, at 7:04 PM.
Those present were Mayor Chris Younger, Alderpersons Craig Blackburn, Jennifer Hughey, Bob Moore, Marty
Graves, and Bett Jewell. The City Attorney was present.
Motion made by Craig Blackburn, seconded by Marty Graves to approve the minutes of the April 10, 2023, regular
meeting. Motion carried with all ayes.
Mayor's Report
Motion made by Jennifer Hughey, seconded by Craig Blackburn to accept the resignation of John Dodd effective
April 14, 2023. Motion carried with all ayes.
Mayor Younger welcomed the scouts from Troop 1783 who were visiting tonight.
Department Reports
Motion made by Jennifer Hughey, seconded by Bob Moore to accept the resignation of Brandon Davis from the
fire department. Motion carried with all ayes.
Committee Reports
Motion made by Marty Graves, seconded by Craig Blackburn to hire Cody Worrell and Kevin Turner as regular, full-
time Laborer I employees in the street department. Motion carried with all ayes. Mayor Younger said Turner would
be dedicating part of his time to the park for the time-being.
Street Supervisor Dale Carroll said that Greg Hinson will try to provide the information about siding for the Eagle
Community Center by the next meeting. Mayor Younger said that Poynor Concrete had been visiting the areas to
be repaired the previous week.
Park Committee Chair Bett Jewell said that the Park Committee had met to discuss some of the immediate needs
at the park and that the wheels are in motion on some solutions and projects. The committee also discussed some
downed trees at the old horse track area (behind Eagle Community Center); Mayor Younger said that he'd
contacted Dale Sowell about the trees since the trees are large and beyond the capacity for the street department
to handle.
Unfinished Business
Motion made by Bob Moore,seconded by Craig Blackburn to pass on It second and final reading Ordinance 2023-
276, An Ordinance to Amend Title 17 of the Dyer Municipal Code as it relates to requiring the removal of garbage
carts from streets, sidewalks, and rights of way after they have been emptied. Motion carried with all ayes.
New Business
Motion made by Craig Blackburn, seconded by Marty Graves to approve PO A-6035 to Hawkins for $1,961.96 for
water & wastewater chemicals. Motion carried with all ayes.
Motion made by Marty Graves, seconded by Jennifer Hughey to approve $2,731.91 to Safe Industries for SCBA
Flow & Fit Testing, and SCBA Repair for the Fire Department. Motion carried with all ayes.
Motion made by Marty Graves, seconded by Bob Moore to pay the accounts. Motion carried with all ayes,
