Page 39 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, May 8, 2023, at 7:06 PM. Those present were Mayor Chris Younger, Alderpersons Mike Needham, Bob Moore, Tom Mikkelsen, Jennifer Hughey, Marty Graves, Michael Barron, and Bett Jewell. The City Attorney was present. Motion made by Jennifer Hughey, seconded by Craig Blackburn to approve the minutes of the April 24, 2023, regular meeting. Motion carried with Needham, Moore, Hughey, Graves, and Jewell voting aye; Michael Barron and Tom Mikkelsen abstained.' ' >■ Requests to Address the Board Sara Williams addressed the board concerning upcoming Dyer Station Celebration Events. The opening ceremonies will be on June 30. The Dyer Station Celebration Committee would like to move the street dance to the area around the intersection of East Maple and Front Street. Williams said that the long-running bingo game would be replaced by other games given the recent discussions about the legality of games like bingo and cakewalks. In addition, there will be a community wide church service, trivia, rook, and the traditional parade and other events on July 4. The Committee would also like to use the new Eagle Community Center for the escape room. Finally, Williams asked if the City could make its annual contribution to the Dyer Station Celebration Committee. Motion made by Michael Barron, seconded by Craig Blackburn to approve a $1,500.00 donation t o Dyer Station Celebration. Motion carried with all ayes. Williams also said plans were underway for some community events in October as well as for the annual Christmas in Our Hometown events (which may be condensed some). Mayor's Report Mayor Younger reminded the board that former alderperson Bitsy Gilliland's graveside service will be on Tuesday, May 9. Mayor Younger said that he had been contacted by Gibson County Habitat for Humanity asking if the property on East College formerly the Presbyterian Church Manse (currently the "Dyer Station Building") might be transferred to Habitat for Humanity. Mayor Younger believes the Presbyterian Church is amenable; Habitat's intention would be to completely re-do the property. The City Recorder will investigate any existing deed restrictions and the process necessary to potentially transfer the property. Committee Reports Motion made by Michael Barron, seconded by Craig Blackburn to approve up to $6,500.00 to Sowell Boys for removal of the trees at the rear of the Junior High School (in what is commonly called the "horse track area"). Motion carried with all ayes. Mayor Younger asked Dale Carroll to try to get someone else to provide pricing for improving the siding at the Eagle Community Center since Mr. Hinson ("Eyeball") has yet to provide an estimate. New Business Motion made by Tom Mikkelsen, seconded by Mike Needham to pass on its first reading Ordinance 2023-277, an Ordinance to Amend Title 17 of the Dyer Municipal Code as concerns parking regulations and fines. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve an additional $761.32 to MES for Freight for Turnout Gear Extractor and Dryer (which was funded by the AFG grant). Motion carried with all ayes. Motion made by Tom Mikkelsen, seconded by Michael Barron to approve authorizing the Mayor, consulting with the Street Supervisor, to hire two seasonal workers at $12.00 per hour with an end date of August 11, 2023.
