Page 2024-3 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, January 8, 2024, at 7:03 PM. Those present were Mayor Chris Younger, Alderpersons Mike Needham, Jennifer Hughey, Bett Jewell, Craig Blackburn, Marty Graves, Tom Mikkelsen, and Michael Barron. The City Attorney was not present. Motion made by Jennifer Hughey, seconded by Michael Barron to approve the minutes of the December 11, 2023, regular meeting. Motion carried with Needham, Hughey, Jewell, Graves, Mikkelsen, and Barron voting aye; Aiderman Craig Blackburn abstained. Visitors Stephen Black of James Road addressed the board asking permission to rent the Eagle Community Center for a Weekly Yoga Class. He would need it for 1.5 hours for each class and charge $15 per person. Mr. Black proposed an adjusted rental fee. Motion made by Marty Graves, seconded by Craig Blackburn to refer this request to committee. Mayor's Report Mayor Younger announced the results of the Fire Department UTV bids. Motion made by Craig Blackburn, seconded by Jennifer Hughey to accept all bids. Motion carried with all ayes. The low bidder was Outerlimit Powersports for a 3 seat model for $18,473.00 and a 6 seat model for $19,849.00. Mayor Younger asked Chief Rudd if they had a preference among the two low bids. Chief Rudd said they would prefer the 6 seat model. The Board discussed with Chief Rudd the various uses of the UTV and why the 6 seater would be preferred; Chief Rudd said it would be used a few times a year for brush fires, and might be used to remove a patient from a hard to reach area The back seat would be used to store equipment that will be carried on the UTV. Motion made by Michael Barron, seconded by Tom Mikkelsen to award the bid to Outerlimit Powersports for $19,849.00 for a 6 seat model. Motion carried with all ayes. Mayor Younger said the bid for the North Main Sewer Repair would be published tomorrow with bids opened on January 31, and a plan to award bids at the first meeting in February. Mayor Younger also said the string lights for the mini-park have arrived, and that the South Main sidewalk project may be completed this week. Committee Reports The Downtown Committee will be meeting in the coming weeks to work on the Tennessee Downtown Program application. New Business Motion made by Marty Graves, seconded by Michael Barron to approve promotion of Jay Richardson to Operating Assistant IB after he has attained his Grade III Water certification. Motion carried with all ayes. Motion made by Michael Barron, seconded by Jennifer Hughey to approve the transfer of Michael Sons from the Water & Wastewater Department to the Street Department. Motion carried with all ayes. Motion made by Tom Mikkelsen, seconded by Craig Blackburn to approve $2,965.00 to Lonnie Cobb Ford for Stalker Dual SL Radar for F150 Police Vehicle (VCIF). Motion carried with all ayes. Motion made by Michael Barron, seconded by Craig Blackburn to approve up to $1,500.00 for the purchase of lighting for the Fire Department UTV (paid for by the Rushing Estate). Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve up to $2,399.00 to Wholesale Factory Outlet Trailer for a trailer for the Fire Department UTV (paid for by Rushing Estate). This will be a 14 foot tandem axle a-frame trailer. Motion carried with all ayes.  Page 2024-4 Motion made by Michael Barron, seconded by Jennifer Hughey to pay the accounts.
