City of Dyersburg Board of Mayor and Aldermen August 7, 2023 1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting on Monday, August 7, 2023 at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor John Holden called the meeting to order. All members were present. Others present were William Northcutt and Greg Wilson. The meeting opened with The Pledge of Allegiance and a prayer by Alderman Ricky Hammond 2. Public Comment: None 3. Approval of Minutes: Mayor John Holden called for a motion to approve the minutes from the July 17, 2023 meeting. Alderman Crawford made a motion to approve the minutes and Alderman Baltimore seconded the motion. All voted in favor. 4. Unfinished Business: None 5. New Business: A. Attorney Invoice—July 2023 Mayor Holden presented the city attorney invoice for the amount of $2,187.50. Alderman Hammond made the motion to approve the invoice and Alderwoman Webb seconded the motion. All voted in favor. B. Bids – Greg Williams 1. Department: Street Item: Day cab tandem axle semi-truck Purpose: Used to pull trailer for hauling trackhoe Budgeted: $50,000 Notification – None – Used equipment Bids: Used equipment requires comparable market values. Department: Police Item: ½-ton Crew cab 4WD pickup truck Purpose: Replace older truck Budgeted: $48,500 Notification – Tennessee State Contract # 209 Bids: Columbia RAM $48,364.00 Bid awarded to Columbia RAM, Columbia, TN, $48,364.00 5. Department: Recreation Item: Tractor w/ front loader Purpose: Park and ballfield maintenance Budgeted: $32,000 Notification – None – Sourcewell Contract # 031121-KBA Bid: First Choice farm & Lawn Bid awarded to First Choice Farm & Lawn, Dyersburg, $32,000.00 6. Department: Solid Waste Item: Dumpster Hauler Truck Purpose: Change out of commercial dumpsters Budgeted: $150,000 Notification – None – Sourcewell Contract # 040621-WQI Bid: River City Hydraulics Bid awarded to River City Hydraulics, Sherwood, AR, $139,773.79 7. Department: Solid Waste Item: 4WD Tractor for landfill Purpose: Replace 2013 tractor used for mowing and pulling dirt pan that was damaged Incident: The existing tractor was pulling dirt pan up a slope and engine quit. Tractor began to roll backward and brakes were inoperable. Dirt pan jackknifed and severely damaged rear of tractor. Insurance company deemed it a total loss and paid claim of $100,000.00 + $7,321.21 of additional expenses. Budgeted: No – Capital Outlay - This was not a planned equipment replacement Notification – None – Used equipment Bids: Used equipment requires comparable market values. This tractor: $117,500 2014 Case 315 Magnum w/ 4,765 hours Dexter, MO Baker Implement The following comps were found: $165,000 2013 Case 315 Magnum w/ 3160 hours Stuttgart, AR Progressive Tractor $150,300* 2011 Case 315 Magnum w/ 2,961 hours Grafton, ND Hanson’s Implement $130,500* 2011 Case 315 Magnum w/ 4,478 hours Memphis, MO Ed’s Machinery * Actual auction sell price Alderman Harrison made a motion to approve the recommendation to Baker Implement for the 2014 Case Magnum tractor and Alderman Baltimore seconded the motion. All voted in favor. REPORT FROM ALDERMEN AND ALDERWOMEN: James Baltimore: no report. Edward Burks: no report. Willie Cole: Alderman Cole asked the Mayor to look into upgrades for the city recreation centers. Rick Crawford: Alderman Crawford also thanked the Dyersburg Police Department for their hardwork. Ricky Hammond: no report. Joey Harrison: no report. Dennis Moody: no report. Vanedda Webb: No report COMMUNICATION FROM THE MAYOR: Several Aldermen brought attention to the recent robberies happening in Dyersburg, asking if there was anything the board could do to help. Mayor Holden replied that he felt the board supported all departments including the Police Department and that the police are currently investigating the offenses. The Mayor concluded the meeting stating that the Police Department was doing everything possible to solve the crimes.
