Board of Mayor and Aldermen
October 2, 2023
1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting
on Monday, October 2, 2023 at 7:00 p.m. in the Dyersburg Municipal Court Room.
Mayor John Holden called the meeting to order. All members were present. Others
present were William Northcutt, Chief of Police, Steve Isbell and Steve Anderson. The
meeting opened with The Pledge of Allegiance and a prayer by Aldermen Moody.
2. Public Comment: None
3. Approval of Minutes: Mayor John Holden called for a motion to approve the minutes
from the September 5, 2023 meeting. Alderman Crawford made a motion to approve the
minutes and Alderman Cole seconded the motion. All voted in favor.
4. Unfinished Business: None
5. New Business:
A. Resolution 10022023
A resolution authorizing the city of Dyersburg to participate in the TML Risk
management Pool “Safety Partners” Loss Control matching Grant Program.
Alderman Moody made the motion to approve and Alderman Baltimore seconded
the motion. All voted in favor.
B. Resolution 10022023A
A resolution by the City of Dyersburg approving LPR cameras received through the
VCIF Grant to be placed on state highway right-of-ways. Alderman Hammond made
the motion to approve and Alderman Baltimore seconded the motion. All voted in
favor.
C. Recreation Committee Meeting minutes
Alderman Hammond, Chair of the Recreation Committee, read the minutes from the
September 12 meeting.
D. Attorney Invoice – July and August 2023
Mayor Holden presented the city attorney invoice for the amount of $5,300.00. Alderman
Crawford made the motion to approve and Alderwoman Webb seconded the motion.
All voted in favor.
E. Dyersburg Police Department Annual Report – Chief Steve Isbell
Chief Isbell presented the Mayor and Board of Aldermen the 2022 Annual Police
Report.

REPORT FROM ALDERMEN AND ALDERWOMEN:
James Baltimore: Alderman Baltimore thanked the Dyersburg Police Department along
with all of the emergency services.
Edward Burks: no report.
Willie Cole: no report.
Rick Crawford: no report
Ricky Hammond: Alderman Hammond recognized the Dyersburg Golf Team on their
recent win.
Joey Harrison: Alderman Harrison noted the recent death of Jack Claiborne, WWII veteran
who recently passed away at the age of 99.
Dennis Moody: Alderman Moody asked for an update on the sewer work currently being
done by the city. City Recorder, Scott Ball, noted there were still several projects in process.
Vanedda Webb: no report.
COMMUNICATION FROM THE MAYOR:
Mayor Holden noted several upcoming events including the Community Cancer BBQ
scheduled for October 13 along with the Dyer County Bicentennial celebration running
October 13-16. Mayor Holden also brought attention to the eventful weekend of travel ball
hosted by the Parks and Recreation.
