`City of Dyersburg Board of Mayor and Aldermen November 6, 2023 1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting on Monday, November 6, 2023 at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor John Holden called the meeting to order. All members were present. Also attending, Chief of Police, Steve Isbell and Steve Anderson. The meeting opened with The Pledge of Allegiance and a prayer by Alderman Baltimore. 2. Public Comment: None 3. Approval of Minutes: Mayor John Holden called for a motion to approve the minutes from the October 16, 2023 meeting. Alderman Baltimore made a motion to approve the minutes and Alderman Crawford seconded the motion. All voted in favor. 4. Unfinished Business: None 5. New Business: A. Public Hearing – Beer Permit Timbers BBQ & Grill, 470 Mall Blvd. Gavin Lambert Chief of Police, Steve Isbell, stated that all application material had been vetted and reviewed by city and police department staff. Chief Isbell recommended approval of the permit. Mayor Holden called for a motion to approve the permit. Alderman Harrison made the motion to approve and Alderwoman Webb seconded the motion. Mayor Holden then asked for public comments. No public comments were given. All voted in favor with Alderman Crawford abstaining from the vote. B. Ordinance BB712 An ordinance of the City of Dyersburg, TN adopting the annual budget and tax rate for the fiscal year beginning July 1, 2023 and ending June 30, 2024. Mayor Holden called for a motion to approve the ordinance. Alderman Hammond made the motion to approve and Alderman Crawford seconded the motion. All voted in favor. C. Attorney Invoice – September Mayor Holden presented the city attorney invoice for the amount of $4,398.60. Alderman Crawford made the motion to approve and Alderwoman Webb seconded the motion. All voted in favor. D. Bids – Greg Williams Department: Police Item: (5) Dodge Durango Police Pursuit SUVs Purpose: Replace older vehicles in fleet Budgeted: $247,000 Notification – None – State of Tennessee Contract # SWC209 Bids: Columbia Chrysler Dodge $244,212.95 Bid Awarded to Columbia Chrysler Dodge, Columbia, TN, $244,212.95 REPORT FROM ALDERMEN AND ALDERWOMEN: James Baltimore: No report. Edward Burks: Alderman Burks asked about an update for taking credit cards at the landfill. Mayor Holden stated that currently they were looking for a software program compatible with what they already were using. Willie Cole: Alderman Cole asked about the lighting of the walking trail in Southtown. Mayor Holden noted that none of the city walking areas had lighting and that it would be a matter for the recreation committee. Rick Crawford: Alderman Crawford recognized Colton Bradford and his grandfather, Jerry Alexander. Colton was attending a government meeting for his merit badge requirements. Ricky Hammond: Alderman Hammond stated that he’d had calls concerning the McIver’s Public Library. He voiced his opinion on a promotional book reading that was scheduled with the library. Joey Harrison: No report Dennis Moody: No report. Vanedda Webb: Alderwoman Webb noted that with falling temperatures, calls had increased to the humane society and the police department. She thanked Rachel Townsend of the Humane Society and Chief Isbell for their response to questions about animals being in the cold. COMMUNICATION FROM THE MAYOR: Mayor Holden stated that leaf pickup had begun and would run through January 31, 2024. He also reminded everyone that Veteran’s Day was Saturday, November 11, and would be celebrated with a Veteran’s Day Parade. Mayor Holden also noted that all city offices would be closed in observance of the day on Friday, November 10, 2023. Mayor Holden also asked for everyone to remember Mr. Dale Snyder and his family as he recently passed away. Mr. Snyder was a former Street Superintendent with the City of Dyersburg.
