City of Dyersburg Board of Mayor and Aldermen December 4, 2023 A. Call to Order: The Board of Mayor and Aldermen convened for their scheduled meeting on Monday, December 4, 2023 at 7:00 p.m. in the Dyersburg Municipal Court Room. Alderman Dennis Moody called the meeting to order. All members were present except Mayor John Holden and Alderwoman Vanedda Webb. The meeting opened with a prayer by Alderman Edward Burks. B. Public Comment: None C. Approval of Minutes: Alderman Dennis Moody called for a motion to approve the minutes from the November 6, 2023 meeting. Alderman Rick Crawford made a motion to approve the minutes and Alderman Willie Cole seconded the motion. All voted in favor. D. Unfinished Business: None E. New Business A. Resolution 12042023 - A Resolution authorizing the City of Dyersburg to participate in the Property Conservation Matching Grant Program through the Loss Control Department of Public Entity Partners. Alderman Dennis Moody presented Resolution 12042023. This grant, in the amount of $4,445.00, is for the replacement of security cameras at the E.O.C. completed in June of 2023. The city’s match has already been paid. Alderman James Baltimore made a motion to approve Resolution 12042023 and the motion was seconded by Alderman Ricky Hammond. All voted in favor. B. Resolution 12042023A - A Resolution authorizing the City of Dyersburg, Tennessee to participate in the Cyber Security Partners Matching Grant Program. Alderman Dennis Moody presented Resolution 12042023A and asked for any comments. Alderman Joey Harrison made a motion to approve the resolution and Alderman James Baltimore seconded the motion. All voted in favor. C. Attorney Invoice: Alderman Dennis Moody presented the attorney invoice from Lannom Coronado Haight PLLC for the period of October 1, 2023 to October 31, 2023 in the amount of $1,321.25. Alderman Rick Crawford made a motion to approve the payment of the invoice and Alderman Willie Cole seconded the motion. All voted in favor. D. Bids – Greg Williams – The Aldermen had been presented with a list of bids recently awarded. All were budgeted items with exception of #1 which was funded by an insurance payment. No action was required by the Board. The Bids are listed below: 1. Department: Street Item: Kubota M65 Tractor to pull batwing mower Purpose: Replace tractor damaged by engine failure Budgeted: No, funded by insurance payment Notification – None – Sourcewell contract # 031121 Bids: First Choice Farm & Lawn $69,985.31 Bid awarded to First Choice Farm & Lawn, Dyersburg, $69,985.31 2. Department: Sanitation Item: Replace undercarriage on 2018 D6 Dozer Purpose: Routine maintenance on tracks Budgeted: Repair & maintenance item Notification – None – Dealer repair Bids: Thompson Machinery $53,398.28 Bid awarded to Thompson Machinery, Jackson, TN, $53,398.28 3. Department: Sanitation Item: Replace final drive on 2018 D6 Dozer Purpose: Repair dozer after failure Budgeted: Repair & maintenance item Notification – None – Dealer repair Bids: Thompson Machinery $23,640.93 Bid awarded to Thompson Machinery, Jackson, TN, $23,640.93 4. Department: Industrial Park Railroad Item: Repair of (4) RR crossings Purpose: Correct defects cited by CNRR Budgeted: $150,000 Notification – State Gazette and two plan rooms Bids: Trac-Work No Response Lone Star RR No Response Shelby RR No Response Ford Construction No Response SDT Contractors $133,770.00 Bid awarded to SDT Contractors, Gates, TN, $133,770.00 5. Department: Fire Item: (4) sets of turnout coats and pants Purpose: Replace worn firefighter gear Budgeted: $14,000 Notification – None – Sourcewell contract # 131757 Bids: Siddons-Martin Emergency Group $10,000.00 Bid awarded to Siddons-Martin Emergency Group, Memphis, TN, $10,000.00 E. Report from Aldermen: James Baltimore: Alderman Baltimore wanted to know what the city is doing for their employees for Christmas and indicated that he would check with the Mayor Holden when he returns. Edward Burks: Alderman Burks wished everyone a Merry Christmas and a Happy New Year. Willie Cole: Alderman Cole echoed Burk’s wishes and commented on the friendliness of Dyersburg’s City employees. He said that he and a group go for early morning walks and that often workers stop to wish them a good day and check on them. He said that although news sources report negatively, “Dyersburg is a great place to live.” He praised the city and all of its departments. “It means so much,” he said. Rick Crawford: Alderman Rick Crawford wished everyone a Merry Christmas and Happy New Year, and springing off Cole’s sentiments, he said that although social media comments are negative, “Dyersburg is a great place to live. We are blessed with people who take care of each other.” Ricky Hammond: Alderman Ricky Hammond wished everyone Merry Christmas, saying “We are blessed.” He reported that basketball at the Activity Centers has “cranked up”. He expressed his thanks to all city departments and singled out the recreation directors, workers, and volunteers. “We couldn’t do it without them (the volunteers),” he said, “It warms my heart.” Joey Harrison: Alderman Joey Harrison wished everyone Merry Christmas and Happy New Year. He also expressed his appreciation to the city employees for all of the hard work with the recent Christmas parade. Dennis Moody: Alderman Dennis Moody wished everyone Merry Christmas and Happy New Year. With no other business, the meeting adjourned. Vanedda Webb: Absent F. Communications from the Mayor: Mayor Holden was absent. G.
