Board of Mayor and Aldermen
February 5, 2024
1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting
on Monday, February 5, 2024 at 7:00 p.m. in the Dyersburg Municipal Court Room.
Mayor John Holden called the meeting to order. All members were present with the
exception of Alderman Burks. William Northcutt was also present. The meeting opened
with The Pledge of Allegiance and a prayer by Aldermen Crawford.
2. Public Comment: None
3. Approval of Minutes: Mayor John Holden called for a motion to approve the minutes
from the January 2, 2024 meeting. Alderman Crawford made a motion to approve the
minutes and Alderman Cole seconded the motion. All voted in favor.
4. Unfinished Business: None
5. New Business:
A. Attorney Invoice
Mayor Holden presented the city attorney invoice for the amount of $2,426.25 for
the months of November & December 2023. Alderman Baltimore made the motion
to approve and Alderwoman Webb seconded the motion. All voted in favor.
B. Bids – Greg Williams
1. Department: Sewer
Item: Sewer line point repair & relay
Purpose: Repair sewer line defects identified by survey to comply with consent
agreement
Budgeted: State Revolving Fund (SDR) loan
Notification – State Gazette, Jackson Sun, and (2) plan rooms
Bids: Marbury Construction Co. $1,513,861.00
Trey Construction $1,028,542.50
Recommendation: Award bid to Trey Construction, Memphis, TN, $1,028,542.50.
Mayor Holden called for a motion to approve the bid for Trey Construction.
Alderman Hammond made the motion to approve and Alderman Crawford seconded
the motion. All voted in favor.
2. Department: Water Plant
Item: Replace electric drive on Well #10
Purpose: Restore service of Well #10 at Roger Hawkins Water Plant
Budgeted: No – Repair & Maintenance item
Notification – None – Emergency replacement
Bids: Higdon Electric $11,793.60
Bid Awarded to Higdon Electric, Yorkville, TN, $11,793.60.
Mayor Holden called for a motion to approve the bid for Higdon Electric. Alderman
Harrison made the motion to approve and Alderman Cole seconded the motion. All
voted in favor.
3. Department: Sanitation
Item: (9) 8-yd3 Dumpster Boxes
Purpose: Replace older dumpsters
Budgeted: Yes – Operating Supplies
Notification – None, Utilized Sourcewell Cooperative Purchasing Contract #
040621-WQI
Bids: Wastequip $11,647.00
Bid Awarded to Wastequip, Eagleville, TN, $11,647.00.
Mayor Holden called for a motion to approve the bid for Wastequip. Alderman
Moody made the motion to approve and Alderman Crawford seconded the motion.
All voted in favor.
REPORT FROM ALDERMEN AND ALDERWOMEN:
James Baltimore: Alderman Baltimore questioned why the flags were not flying at half-
staff. Mayor Holden said that was decided by the White House.
Edward Burks: absent.
Willie Cole: no report.
Rick Crawford: Alderman Crawford expressed his thanks to the Street Department for their
hard work.
Ricky Hammond: no report
Joey Harrison: no report
Dennis Moody: Alderman Moody asked if the leaves were still being picked up by the city.
Mayor Holden stated that it only went through January 31.
Vanedda Webb: no report.
COMMUNICATION FROM THE MAYOR:
Mayor Holden called the Board’s attention to the Dyersburg Police Department Chief Steve
Isbell’s report that crime has dropped for the second consecutive year in the City of
Dyersburg. Mayor Holden also highlighted the placing of 20 Skycop camera locations in the
city. Mayor Holden also noted the unemployment rate for the city has declined from 8% in
2020, to 4.9% in 2021, to 3.7% in 2022, and down to 3.6% last year. The Mayor also noted
the 2024 residential trash pick-up holiday schedule and gave a phone number for the
Sanitation Information Line (731) 288-7030, a hotline which provides the 2024 holiday
pickup schedule and any other information about household trash service.
With no other announcements the meeting adjourned.
