City of Dyersburg Board of Mayor and Aldermen February 20, 2024 1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting on Monday, February 20, 2024 at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor John Holden called the meeting to order. All members were present. Also present were City Engineer Tiffany Heard, City Treasurer Steve Anderson, Chloe Humphrey and Sara Jane Kendall of Cowart Reese Sargent, Interim Police Chief Thomas Langford, Dyersburg Police Officer Jason Alexander, Rachel Townsend and William Northcutt with the State Gazette. The meeting opened with The Pledge of Allegiance and a prayer by Aldermen Hammond. 2. Public Comment: None 3. Approval of Minutes: Mayor John Holden called for a motion to approve the minutes from the February 20, 2024 meeting. Alderman Crawford made a motion to approve the minutes and Alderwoman Webb seconded the motion. All voted in favor. 4. Unfinished Business: A. Resolution 02202024 Resolution authorizing and providing for the financing of the construction of a water facilities project, including authorizing the execution of applications, contractual agreements, and other necessary documents, and making certain representations, certifications, and pledges of certain revenue in connection with such financing. Mayor Holden called for a motion to approve Resolution 02202024. Alderman Hammond made the motion to approve and Alderwoman Webb seconded the motion. All voted in favor. B. Resolution 02202024A Resolution for the approval of application to the Tennessee Department of Transportation 2024 Planning Grant Mayor Holden called for a motion to approve Resolution 02202024A. Alderman Moody made the motion to approve and Alderman Crawford seconded the motion. All voted in favor. 5. New Business: A. Notice of Public Hearing An Ordinance of the City of Dyersburg adopting the 2021 edition of the International Residential Code and 2018 edition of the International Energy Conservation Code, regulating and governing the construction, alteration, movement, enlargement, replacement, repair, equipment, location, removal and demolition of detached one- and two-family dwellings and multiple single-family dwellings (townhouses) not more than three stories in height with separate means of egress in the City of Dyersburg. Mayor Holden called for a motion to approve the notice. Alderman Baltimore made the motion to approve and Alderman Cole seconded the motion. All voted in favor. B. City of Dyersburg Audit Report - year ended June 30, 2023 Chloe Humphrey Audit results were given and Ms. Humphrey reported that there were no findings in Dyersburg’s government and schools. She also noted that the city had a significant reduction of debt this year. C. City of Dyersburg – Project Update – Tiffany Heard Updates were given on all ongoing infrastructure, transportation and recreation projects as well as current timelines for existing projects. Heard also informed the board of potential upcoming projects for the city as well.  D. Finance Committee Meeting minutes – February 13, 2024 - Chairman Burks Alderman Burks reported the minutes of the last finance meeting which discussed the city’s bonds rate moving from variable to fixed. Alderman Burks asked if City Treasurer Steve Anderson agreed with this move and he did. Alderman Baltimore made the motion to approve and Alderman Cole seconded the motion. All voted in favor. E. Bids – Greg Willimas Department: Recreation Item: Replace roof section over area rear of gym at Bruce Recreation Center Purpose: Replace aged roof and repair soffit Budgeted: $140,000 Notification – State Gazette and plan room Bids: B Four Plied Roofing $147,973.00 Frazier Roofing $118,464.00 Bid awarded to Frazier Roofing, Dyersburg, $118,464.00 REPORT FROM ALDERMEN AND ALDERWOMEN: James Baltimore: Alderman Baltimore questioned about risers for the manhole covers on the newly paved streets. City Recorder Scott Ball stated they were temporary and would be replaced as soon as the manhole covers were delivered. Edward Burks: Alderman Burks thanked Ms. Heard and Mr. Ball for their contribution to all the city projects. Willie Cole: no report. Rick Crawford: no report Ricky Hammond: Alderman Hammond noted that the spring soccer season would soon be starting. Joey Harrison: Alderman Harrison questioned if any traffic studies had been done with the city. Ms. Heard stated that its part of city planning. Dennis Moody: no report. Vanedda Webb: no report. COMMUNICATION FROM THE MAYOR: Mayor Holden reported to the Board that sales tax revenues had exceeded the $16 million mark in 2023, a record amount, that December alone brought in a record-setting $1.9 million.
