City of Dyersburg Board of Mayor and Aldermen Monday, March 4, 2024 1. Call to Order: The Board of Mayor and Aldermen met for their regularly scheduled meeting on Monday, March 4, 2024 at 7:00 p.m. in the Dyersburg Municipal Court Room. Alderman Dennis Moody called the meeting to order. All members were present except for Mayor John Holden, Alderman Ricky Hammond, and Alderwoman Vanedda Webb. The meeting opened with a prayer by Alderman Joey Harrison. 2. Public Comment: No one had expressed an interest in making a public comment. 3. Approval of Minutes: Alderman Dennis Moody called for a motion to approve the minutes from the February 20, 2024 meeting. Alderman James Baltimore made a motion to approve the minutes and Alderman Rick Crawford seconded the motion. All voted in favor. 4. Unfinished Business: None New Business: A. Public Hearing – Ordinance BB713 – An Ordinance of the City of Dyersburg adopting the 2021 edition of the International Residential Code and 2018 edition of the International Energy Conservation Code, regulating and governing the construction, alteration, movement, enlargement, replacement, repair, equipment, location, removal and demolition of detached one- and two-family dwellings and multiple single-family dwellings (townhouses) not more than three stories in height with separate means of egress in the City of Dyersburg. Alderman Dennis Moody introduced Ordinance BB713 and asked for a motion to adopt the Ordinance. Thomas Mullins, from the Code Enforcement Department, fielded questions from Alderman Burks, Alderman Baltimore and Alderman Crawford and Mr. Mullins indicated that this action is due to an audit from the State and indicated that the County is under the previous Code. A motion to adopt Ordinance BB713 was made by Alderman Joey Harrison and Alderman James Baltimore seconded the motion. All voted in favor. B. Resolution 03042024 – A resolution authorizing and approving execution of an equipment lease – purchase agreement with Arvest Bank for the purpose of lease – purchasing certain equipment. Alderman Dennis Moody introduced Resolution 03042024 and opened the floor for discussion. Greg Wilson from the Sanitation Department explained that is under the agreement we entered into two years ago and that 2 side loader vehicles will be replaced with new equipment. Alderman Rick Crawford asked if these will be the same automated vehicles that we currently use and Alderman Edward Burks asked if these vehicles would be more expensive. Mr. Wilson indicated that they would be the same vehicles and that the cost has increased. A motion to adopt Resolution 03042024 was made by Alderman James Baltimore and Alderman Willie Cole seconded the motion. All voted in favor. C. Bids – Greg Williams 1. Department: Street Item: 100 Tons of Rock salt Purpose: Replenish salt used for deicing streets Budgeted: Yes Notification – State of Tennessee Contract # 507 Bids: Compass Minerals $11,148.00 Bid awarded to Compass Minerals, Overland Park, KS, $11,148.00 2. Department: Police Item: Practice and duty ammunition Purpose: Replenish stock Budgeted: Yes Notification – State of Tennessee Contract # 331 Bids: Precision Delta Corp. $13,705.28 Bid awarded to Precision Delta Corp., Ruleville, MS, $13,705.28 Alderman Dennis Moody indicated that no motion was required for these bids since they were previously budgeted items and on State contract.
