City of Dyersburg Board of Mayor and Aldermen March 18, 2024 1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting on Monday, March 18, 2024 at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor John Holden called the meeting to order. All members were present except Aldermen Crawford and Hammond and Alderwoman Webb. Also present were Greg Wilson, Director of the Solid waste Department and William Northcutt with the State Gazette. The meeting opened with The Pledge of Allegiance and a prayer by Aldermen Moody. 2. Public Comment: None 3. Approval of Minutes: Mayor John Holden called for a motion to approve the minutes from the March 4, 2024 meeting. Alderman Cole made a motion to approve the minutes and Alderman Harrison seconded the motion. All voted in favor. 4. Unfinished Business: None 5. New Business: A. Resolution 03182024 A resolution authorizing the issuance, sale and payment of not to exceed $13,000,000 in aggregate principal amount of general obligation refunding bonds of the City of Dyersburg, Tennessee; and providing for the levy of taxes for the payment of debt service on the bonds. Mayor Holden called for a motion to approve the notice. Alderman Baltimore made the motion to approve and Alderman Cole seconded the motion. All voted in favor. B. Resolution 03182024A A resolution authorizing and approving execution of an equipment lease— purchase agreement with Arvest Bank for the purpose of lease—purchasing certain equipment. Mayor Holden called for a motion to approve the notice. Alderman Harrison made the motion to approve and Alderman Moody seconded the motion. All voted in favor. C. Bids – Greg Willimas Department: Sanitation Item: Replace transmission in 2015 Peterbilt front loader garbage truck Purpose: Repair of reserve dumpster truck Budgeted: Repair & Maintenance Notification – None – unknown repair Bids: J & P Machine $13,282.52 Bid awarded to J & P Machine, Dyersburg, $13,282.52 Mayor Holden called for a motion to approve the notice. Alderman Baltimore made the motion to approve and Alderman Cole seconded the motion. All voted in favor. REPORT FROM ALDERMEN AND ALDERWOMEN: James Baltimore: no report Edward Burks: no report Willie Cole: Alderman Cole recognized and offered congratulations to the Dyersburg High School Girls Basketball team on their accomplishment of winning a State Title. Rick Crawford: Ricky Hammond: Joey Harrison: Alderman Harrison stated his stance against the new public-school vouchers that is a part of the current governor’s education plan. Dennis Moody: no report. Vanedda Webb: COMMUNICATION FROM THE MAYOR: Mayor Holden stated that city offices would be closed for the Easter holiday on Friday, March 29, 2024. He also offered his congratulations to the Dyersburg High School Basketball team.
